PUBLIC HEARING: <br />GENERAL REVENUE <br />SHARING; <br />PROPOSED TAX <br />ASSESSMENT <br />INCREASE; CITY <br />MANAGER'S <br />PROPOSED BUDGET <br /> <br />PUBLIC HEARING: <br />AMENDING <br />BOUNDARIES OF <br />CENTRAL CITY <br />CONSERVATION <br />PLAN <br /> <br />was increasing teacher salaries in order to retain and attract <br />excellent staff. <br /> <br /> Mrs. Lugo noted other areas in which increases -had been <br />recommended including in-service training, extension of the <br />community education program, energy, management, summer school, <br />a new kindergarten curriculum, and expansion of the Quest program. <br /> Mrs. Lugo acknowledged the contribution of the entire <br /> <br /> community .to the School budget. <br /> <br /> Dr. Hall and Dr. Gunter expressed their support of the teacher <br /> salary increases. <br /> <br /> Mr. Hendrix stated that the public hearing would include three <br /> areas: 1) General revenue sharing: This is required to be held <br /> for discussion of the $1.96 million received by the City. 2) Propqsed <br /> tax assessment increase: Mr. Hendrix stated that the assessments <br /> were expected to increase 5~% due to appreciation and increased <br /> construction, but the rate would remain unchanged. 3) Proposed <br /> City Manager's budget. <br /> <br /> Mr. Gordon Walker, Director of the Jefferson Area Board for <br /> <br /> the Aging, reported to Council on the status of older residents in <br /> Charlottesville. Mr. Walker stated that coordination is occurring <br /> between JABA, the Red Cross, Charlottesville Department of Social <br /> Services, and the Health Department, and recommended three short-term <br /> solutions: 1) fund $15,000 for Red Cross' for home care, 2) fund <br /> $29,000 for home care and home delivered meals, and 3) appoint a task <br /> force composed of service providers and involved families to advise <br /> on the use of the $29,000. <br /> <br /> Mrs. Peggy King, President of the Charlottesville-Piedmont <br /> Chapter of the Alzheimer's Disease Association, stated that the <br /> proposed City funding was not adequate to meet the needs of older <br /> residents. Mrs. King stressed the need for increased funding for <br /> 1) the Senior Lungh Program to cover another aide and extended .hours, <br /> 2) home care services, and 3) adult respite care. <br /> As there were no other speakers, the public hearing was closed. <br /> Mr. Ray Hunt, Vice~President for Business and Finance at the <br /> University of Virginia, requested Council support for the extended <br /> boundaries for the Central City Conservation Plan, and stated that <br /> it would allow for an increased rehabilitation program, especially <br /> for fraternity and sorority houses. Mr. Hunt stated that it was <br /> hoped that four houses would be rehabilitated this year. <br /> Mr'. Glaser, representing the Interfraternity Council, stated <br /> that the fraternities were excited about the prospects and the <br /> continued cooperative spirit between the University and the City. <br /> As there were no other speakers, the public hearing was closed. <br /> Mr. Conover moved the Resolution Amending a Prior Resolution <br /> of the Council of the City of Charlottesville, Declaring Portions of <br /> the City Eligible for Conservation Pursuant to Virginia Code Section <br /> 36-49.1, as amended, Mrs. Gleason seconded the motion, and it was <br /> unanimously approved by Council. <br /> WHEREAS, by resolution adopted November 23, 1981, this Council <br /> <br /> <br />
