MINUTES <br /> <br />PUBLIC <br /> <br />PUBLIC HEARING: <br />PROPOSED FY <br />84-85 BUDGET <br /> <br />ORDINANCE: <br />ANNUAL <br />APPROPRIATION <br /> <br />decision on funding for 1986 would be considered at a later time. <br /> <br /> A staff study was requested for the landfill expansion and resource <br />recovery systems. <br /> <br /> Mr. Conover requested that a display ad be placed in the newspaper <br />to advertise the second public hearing on the budget. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, Council voted to <br /> <br />meet in executive session to discuss <br /> <br />2.1-344(a)(6) of the Virginia Freedom <br /> <br />lega1 . <br /> matters as exempted by <br /> <br /> President <br /> <br />S~¢tion <br /> <br /> COUNCIL CHAMBERS - April 2, 1984 <br /> <br /> Council met in regular' session on this date with the following members <br /> present: Mr. Buck, Mr. Conover, Mrs. Gleason' Dr. Gunter, Dr. Hall. <br /> On motion by Dr. Hall, seconded by Dr. Gunter., the minutes of March 1S <br /> were unanimously approved as presented. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, the minutes of March 19 <br /> were unanimously approved as presented. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the minutes of March 20 <br /> were unanimously approved as presented. <br /> <br /> On motion by Mr.s. Gleason, seconded by'Dr. Gunter, the minutes of March 21 <br /> were unanimously approved as presented. <br /> <br /> There were no matters by the public. <br /> <br /> Mrs. Flora Patterson, representing the League of Women Voters, made the <br /> following comments on budget expenditures: I) commended the school funding, <br /> <br /> 2) supported recommendations for MACAA, SHE, Region 10, JABA, CVCDA, 3) disagre, ed <br /> with recommendations for Youth Service. Center and Legal Aid, 4) agreed with <br /> recommendations for JAUNT and Transit, 5) questioned the need for facade improve- <br /> ment loan program for Economic Development, 6) questioned the need for an extra <br /> person in the Sheriff's office, 7) supported tax relief programs for elderly and <br /> handicapped, 8) supported special activities for Washington Park, 9) questioned <br /> expenditures ~under Refuse Collection, and 10) questioned expenditures in Capital <br /> Improvement Fund. <br /> <br /> Mrs. Patterson commended Council on the budget process, particularly having <br /> two public hearings, supported the zero-based program budget format and requested <br /> that Council hold a work session on the Social Development Commission agency <br /> review and evaluation process. <br /> <br /> Mr. Buck noted that Legal Aid had been recommended for full funding and <br />money had been set aside for services to youth. <br /> <br /> Ms. Sarah Ogilvie, representing the Shelter for Help in Emergency (SHE), <br />thanked Council for their generosity. <br /> <br /> Ms. Linda Seaman, who had served on the teacher salary committee for City <br />schools, thanked Council for their support. <br /> <br /> Ms. Mary Tyree, a former resident and current volunteer for SHE, commended <br />SHE for their help and thanked Council for their funding. <br /> <br /> As there were no other speakers, the public hearing was closed. <br /> <br /> Mrs. Gleason moved that the park shelter rental fees remain at $15 rather <br />than increasing to $20. Mr. Conover seconded the motion and it was unanimously <br />approved by Council. It was noted that this would not effect the appropriation <br />ordinance as this was a fee-based program. <br /> <br /> <br />
