Conover, Mrs. Gleason, Dr. Gunter, <br /> <br />Dr. Hall. Absent-: None. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Conover, Council <br /> <br />voted to meet in executive session to discuss personnel matters as <br />exempted by Section 2.1-344(a)(1) of the Virginia Freedom of <br />Information Act. <br /> <br /> COUNCIL CHAMBERS - May ~, 1984 <br /> <br /> Council met in regular session this date with the following <br /> <br />members present: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, <br /> <br /> Dr. Hal.1. Absent: None. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter., the minutes <br /> <br /> of April 16th were unanimously approved as presented. <br /> <br /> Ms. Cyndi Taylor, President of the local chapter of the National <br /> Organization of Women, introduced. Ms. Barbara Bur. ger to .Council to <br /> discuss .the proposed Rape Prevention Task Force. - <br /> <br /> Ms. Burger stated that a steering committee had. been. formed which <br /> would return to Council in June with recommendations for task force <br /> members and for amore specific direction for the group. Ms. Burger <br /> added that minimal City staff support would likely be requested at that <br /> time. Ms. Burger stated that Dr.. Gunter had agreed to serve on the <br /> steering committee. <br /> <br /> Council. indicated their support of the rape prevention steering <br /> committee. <br /> <br /> Mr. John Herring of Rugby Road, presented Council with a stack of <br /> illegally posted handbills which he had removed f.rom around the City <br /> in the previous month. Mr. Herring requested that the City study ways <br /> to eliminate the problem. <br /> <br /> Ms. Sheila Haughey, Assistant, City Attorney, s_tated that she had <br /> written to businesses which were being advertised by the illegally <br /> collected han.dbills, ~eminding them of the law, but that only the ~erson <br /> putting the posters up could be prosecuted, and then only when they are <br /> caught in the act. <br /> <br /> Mr. Wiley, City Attorney, stated that he would continue to work <br /> <br /> with the businesses in an attempt to eliminate the problem. <br /> <br /> Ms. Annie Lee Jacobs indicated her support of the Or.dinance requiring <br /> rabies vaccination of cats, but requested that Council also require <br /> that tags be required to be worn. <br /> <br /> As there were no other speakers, the public hearing was closed. <br /> <br /> Ms. Haughey summarized changes made in the ordinance as recommended <br /> by local veterinarians since the initial draft, which included lowering <br /> the age at which a cat must be vaccinated to four months and requiring <br /> the pet owner to pay for impoundment. <br /> <br /> Dr. Hall stated his support of tagging cats. <br /> <br /> Mrs. Gleason stated that she felt strongly encouraging cat owners <br /> <br /> to tag their cats and publicizing the ordinance was sUfficient at this <br /> <br />time. <br /> <br /> <br />
