These would provide housing subsidy funds which would subsidize <br />rents in property that met certain standards, but would not create additional <br />units. Mr. Hendrix asked Council if they were in favor of the City applying <br /> <br />for the funding. <br /> <br /> It was the consensuf of COuncil <br /> The meeting was adjourned. <br /> <br />President <br /> <br />be applied for. <br /> <br /> COUNCIL CHAMBER - August 20, 1984 <br /> <br /> Council met in regular session on this date with the following members <br />present: Mr. Barnes, Mr. Buck, Mrs. Gieason, Dr. Gunter, Dr. Hall. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, the minutes of August 6th <br />were approved as corrected, with Mr. Buck abstaining. <br /> <br /> Mr. Pete Keyser of 2316 Stadium Road, presented the following list of <br />complaints regarding, the construction of the new University of Virginia <br />dormitories: 1) dust on the roads, 2) speeding trucks, 3) speed limit signs <br />had been knocked down and never replaced, ~) there appeared to be access roads <br />into the dorms from Stadium Road where Mr. KeySer was told there would be none, <br />and 5) it was questionable whether parking for the new dorms could be limited <br />to Scott Stadium instead of increased parking on Stadium' Road. <br /> <br /> Mr. Buck responded that the speed limit signs would be replaced the following <br />day by the City. Mr. Buck added that while the City has little control over the <br />other complaints, he hoped that the City could use its present good relationship <br />with the University to address the concerns. <br /> <br /> Mrs. Gleason suggested that pe-rmit parking be investigated. <br /> <br /> Mr. Gary O'Connell, Assistant City Manager, summarized the issues involved <br /> <br />in the debate over whether to continue to allow banners to be hung across City <br />streets. Mr. O'Connell stated that VEPCO had recently begun to enforce its <br />policy of not allowing banners to be hung from their utility poles for safety <br />reasons. Mr. O'Connell added that if Council decided to continue to allow banners, <br />a decision must also be made about whether to accept VEPCO's offer to erect poles <br />at no charge, or whether the City preferred to erect their own pol-es at City cost <br />and, if so, in what locations. <br /> <br /> Ms. Kennedy Smith, President of Downtown Charlottesville, Inc., supported <br />banners because substantial financial investments had been but into the banners <br />and because she fel~. they were fun and decorative. Ms. Smith added that she <br />would accept any guidelines and time limits the City adopted for banner hanging. <br />Ms. Smith read a resolution from the Board Of Directors of DCI endorsing banners. <br /> <br /> <br />
