MINUTES <br /> <br />PUBLIC <br /> <br />PUBLIC HEARING: <br /> <br />1985 <br />LEGISLATIVE <br />PACKAGE <br /> <br /> Mrs. Alicia Lugo, School Board Chairman, stated that she felt all <br /> groups, should have equal access to the auditorium. <br /> <br /> Mr. Buck recommended that 25 hours of subsidized rehearsal time <br /> <br />be allowed and that the policy be reviewed after a few months and stressed <br />that the schools would have first access to the auditorium. <br /> <br /> Mr.' Hendrix stated that it should be clearly understood and stressed <br />that only the on-stage rehearsal time would be subsidized by the City. <br /> <br /> When the auditorium would be available was discussed and Mr. Buck <br />suggested that if details could be worked out it could ve available in <br />the spring. <br /> <br /> Mr. Jimmie Dunbar, of City School Administration, stated that all <br />procedures would be worked out, approved by the School Board and shown <br />to Council for comment. <br /> <br /> A discussion was 'held on the responsibility .of the. School Board and <br />Council with regard to the auditorium use. It was decided that the <br />School Board would present their policy for auditorium use to Council <br />andr~auest Council's feedback <br /> <br /> eeting was adjourned. <br /> <br />President <br /> <br /> COUNCIL CHAMBER December 17, 1984 <br /> <br /> Council met in regular session with-the following members present: <br /> <br />Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, the minutes of <br /> <br />December 3rd were unanimously approved as corrected. <br /> There were no matters by the public. <br /> <br /> Mr. Wiley, City Attorney, stated that the Legislative Package was <br />compiled by Duncan Alford, a University of Virginia intern working with <br />the City Attorney's office, and Sheila Haughey, Assistant City Attorney, <br />following interviews with Council, City staff and the Drunk Driving Task <br />Force. <br /> <br /> Mr. Buck recognized Senator Thomas Michie and Delegates Mitchell <br />Van"Yahres and Goerge Allen who were attending the meeting. <br /> <br /> As there were' no speakers, the public hearing was closed. <br /> <br /> Mr. Barnes stated that while he'.had some concerns with the legislation- <br />allowing mandatory licens~ suspension.for persons accused of drunk driving, <br />he thought the package was well done.' <br /> <br /> Mr. Buck requested that Council remove the items relating-to a charge <br />for state-agencies because l)-he felt-the University administration.was <br />working with the City 'with regard to leasing property and 2) there have <br />been significant efforts for University-City coordination and the legislation <br />would shift control ~from the locality to the State. <br /> <br /> ~Mrs..Gleas. on agreed with removing the items if progress was being <br /> <br />made locally. <br /> <br /> Mr. Wiley stated that a General Assembly subcommittee is studying the <br />issue and may make a recommendation that the City would want to support. <br /> <br /> Mr. Barnes moved the resolution approving the Legislative Package <br />amended as requested by Mr..Buck, Mrs. Gleason seconded the motion and <br />'it was unanimously approved bY council.
