ORDINANCE: <br /> <br />AMENDING <br />BUSINESS <br />LICENSE TAX <br />RATE <br /> <br />PUBLIC <br /> <br />OTHER BUSINESS <br /> <br />APPOINTMENTS: <br />BOARDS AND <br />COMMISSIONS <br /> <br />MINUTES <br /> <br />PUBLIC <br /> <br />PUBLIC HEARING: <br /> <br />DEREGULATION <br />OF NON-EMERGENCY <br /> <br /> Mr. Wiley stated that this ordinance would lower.the business license <br /> tax rate from 28¢ to 24¢ per hundred doIlars for retail merchants which <br /> was possible due to greater growth and.was in response to a ceiling set <br /> by the State. Mr. Wiley stated that he would provide the calculations <br /> used by the second reading. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr..-Gunter, the ordinance <br /> .entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION 1S-112 OF THE CODE <br /> OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, IN ORDER TO REDUCE THE <br /> RATE OF TAXATION ON CERTAIN CLASSIFICATIONS OF BUSINESS, PROFESSIONAL AND <br /> OCCUPATIONAL LICENSES" was offered and carried over to the next meeting <br /> for consideration. <br /> <br /> There were no matters by the public. <br /> <br /> On motion by Mrs. Gleason, Mrs. Dorothy Emerson was unanimously <br /> reappointed to the Region 10 Community Services Board. This term shall <br /> expire December 31, 1987. <br /> <br /> Mr. Hendrix stated that staff is recommending that the City discontinue <br /> regulation of non-emergency ambulance services. <br /> <br /> Mr. Buck recommended that the ordinance be considered by Council at <br /> <br /> the next meeting and that a public hearing be held at that time. <br /> <br /> Mr. Hendrix brought Council's attention to reports prepared on a <br />consent agenda' and the Piedmont Corridor. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, Council unanimously <br />voted to meet in executive session to discuss personnel and legal matters <br />as exempted by Section 2.1-344(a)('1) and (6) of the Virginia Freedom of <br /> <br />Inform . <br /> ation Act. <br />  meeting was adjourned. <br /> <br />President C~k <br /> COUNCIL CHAMBER January 7, 1985 <br /> <br /> Council met in regular session on this date with the following members <br />present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the minutes of <br />December llth were approved as amended with Mr. Barnes and Dr. Gunter <br />abstaining. <br /> <br /> On motion'by Mrs. Gleason, seconded by Dr. Hall, the minutes .of <br />December 12th were unanimously approved as presented with Mr. Barnes and <br />Dr. Gunter abstaining. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the minutes of <br />December 17th were unanimously approved as corroeted'. <br /> <br /> Mr. Eldridge Eppard of Chesapeake Street, appealed to Council to give <br />more attention to the housing needs of mentally handicapped persons. <br /> <br /> Mr. Buck commended Mr. Eppard for advocating for better services for <br />mentally handicapped persons and stated that state mandated deinstitutionali- <br />zation of mentally handicapped persons had created p.roblems locally due to <br />a lack of sufficient funds to meet the needs. Mr. Buck added that while <br />efforts are being made to meet the need, much more is needed. <br /> <br /> Mr. William Johnson of Old. Lynchburg Road, spoke in opposition to the <br />removal of the nativity scene from Lee Park. <br /> <br /> Mr. Hendrix stated that Yellow Ambul.ance's permit for an exclusive <br /> <br />461 <br /> <br /> <br />
