47 4 <br /> <br />ORDINANCE: <br />AMENDING CHAPTER <br />4 REGARDING <br />ANIMALS AND FOWLS <br /> <br />PUBLIC <br /> <br /> OTHER BUSINESS <br /> <br /> Ms. Haughey explained that the ordinance changes had been made in <br /> response to several citizen requests and summarized the ordinance as follows: <br /> 1) changes the definition of running at large, 2) adds a section prohibiting <br /> the use of animal leg-hold traps, 3) reinserted the element of discretion <br /> for the impoundment period and added that the owner must pay for impoundment <br /> at the pound as well as at a veterinarian's office, 4) strengthens and <br /> calrifies penalities for violation and 5) changes the dog license tax to <br /> $3 for all neutered dogs and $5 for all unneutered dogs. Ms. Haughey <br /> recommended that "permanently" be added to section 4-14(b). <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the ordinance <br /> <br /> entitled "AN ORDINANCE TO AMEND AND REORDAIN CHAPTER FOUR OF THE <br /> CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, TO ENACT A <br /> LEASH LAW FOR DOGS, TO INCREASE CERTAIN DOG LICENSE TAXES, TO <br /> PROHIBIT THE USE OF ANIMAL LEG-HOLD TRAPS, TO-REQUIRE OWNERS TO PAY <br /> CERTAIN POUND FEES, TO GIVE THE HEALTH DISTRICT DIRECTOR CERTAIN <br /> DISCRETION REGARDING CONFINEMENT OF ANIMALS WHICH HAVE BITTEN <br /> <br /> PERSONS, TO ESTABLISH AND ADJUST VARIOUS PENALTIES AND TO MAKE CERTAIN <br /> HOUSEKEEPING AMENDMENTS," as amended, was offered and carried over to <br /> the next meeting for consideration. <br /> <br /> On request by Mr. Buck, Mr. Hendrix summarized the report staff <br /> <br /> had prepared on a low-cost neutering program for animals. Mr. Hendrix <br /> stated that the amount collected for licenses was too small to cover <br /> the cost of such a program and that many dogs-in the city are unlicensed <br /> <br /> but a census of the number of dogs would be expensive to conduct. <br /> There were no matters by the public. <br /> <br /> Mrs. Gleason noted that the request to close a portion of an alley <br /> <br /> north of Hazel Avenue had been withdrawn. <br /> <br /> Mrs. Gleason suggested that the City and Albemarle County request <br /> <br /> the Highway Department to conduct a study of Free Bridge improvements. <br /> <br /> Mr. Hendrix stated that a resolution would be necessary to <br /> <br /> initiate the study and that one would be prepared for the next meeting. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, stated that <br /> <br /> the Planning Commission had studied Free Bridge previously but if Council <br /> requested that it be placed on the priority list then the issue should <br /> be studied again by the Commission. <br /> <br /> On motion by Mrs. Gleason, seconded, by Dr. Hall, Council unanimously <br /> voted to meet in executive session to discuss personnel matters and <br /> disposition of public property as exempted by Section 2.1-344(a)(1) and <br /> (2) ~f the Virginia Freedom of Information Act. <br /> <br /> ing was adjourned. <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, February 25, <br /> 1985 AT following Housing Authority meeting held at 7:30 p.m. IN THE <br />Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />-1.
