Virginia have a Comprehensive Plan by July 1, 1980 to guide and .- <br /> <br /> accomplish coordinated, adj~usted and harmonious development. The <br /> Comprehensive Plan covers physical, social and economic aspects of <br /> the community. <br /> <br /> Mrs. Sue Lewis, First Vice-President of the League of Women Voters <br /> addressed the Council and commended the Department of Community <br /> Development, the Planning Commission and Social Development Commission <br /> for their many hours of work. She stated the League is pleased that <br /> it covers questions of social and economic, as well as physical concerns <br /> and are especially glad to see the inclusion of the sections on economic <br /> development, energy, citizen participation and neighborhood planning. <br /> However, the League believes the plan lacks focus and has failed to <br /> establish a clear method of setting priorities. She also made the <br /> following comments about the plan: 1. the League would like to see <br /> <br /> a short version of of plan published in a newspaper supplement; 2. the <br /> <br /> League agrees with the reeommendations'o~ the Planning anR~Social <br /> <br />Development Commissions that bus fares should not be expected to provide <br />70% of operating revenue; 3. the League likes the concept of mixed <br />use zoning; 4. the League thinks that some reorganization of the plan <br />is still needed to prevent some of the repetition and overlap; 5. the <br />plan provides some very good general comments about the kind of <br />community we want; 6. in some sections more specific information on <br />Charlottesville is needed; and 7. the League feels a greater attention <br />should be paid to the importance of City-County cooperation and to the <br />nature of this physical relationship of the City to other governmental <br /> <br />bodies. <br /> Mrs. Anne Hob~on speaking on behalf of the Greenbrier Neighborhood <br />Association addressed the Council in support of the plan. <br /> <br /> Mr. Joseph T. Jones of the Starr Hill Neighborhood Association, Mrs. <br />Marion Clark of the 10th and Page Streets Neighborhood Association also <br />addressed the Council in support of the plan. <br /> <br /> Mr. Werner Sensb~ch from the University of Virginia stated that <br /> <br />he thought it was a very good guide for future growth and that the <br />University wants to cooperate any way possible. <br /> <br /> Mr. LeRoy Bruton addressed the Council and was very critical of <br /> <br />the editorial make up of the plan. He stated he thought it was <br />repetitious and needed a lot of editing. <br /> <br /> Mr. Ken Ackerman of the Monticello Area Community Action Agency <br />praised the social aspect of the plan. <br /> <br /> A work session was set for April 24, 1979 to discuss the plan. <br /> <br /> On motion the meeting adjourned. <br /> <br />Clerk <br /> <br /> <br />
