Advisory <br /> Board, by unanimous vote. <br /> <br /> On motion by Mrs. O'Brien, Gaines Anderegg was appointed to the <br />School Board, by unanimous vote, <br /> <br /> On motion by Mr. Albro, Mark Krebs was appointed to the School <br />Board, by unanimous vote. <br /> <br /> On motion by Mr..Brunton, Commora Snowden was reappointed to <br />the Thomas Jefferson Planning District Commission -- Advisory <br />Council on Aging, by unanimous vote. <br /> <br /> On motion by Mr, Buck, Charles Thompson was appointed to the <br />Starr Hill Revitalization Board, by unanimous vote. <br /> <br /> On motion by Mrs. O'Brien the following appointments were made <br />to the committee to develop-criteria to be met in the design of <br />the Vinegar Hill Project. <br /> <br /> Stan Tatum Dick Shank <br /> Eric Heiner Milton Grigg <br /> Warren Martin <br /> <br />of the proposed <br />complex on Vinegar <br />Hill .on the <br />Starr Hill Neigh- <br />borhood, etc. <br /> <br />Appointments re: On motion by Mr. Gatewood the following appointments were made <br />Committee to determine <br />the secondary impacts to the committee to determine the secondary impacts of the proposed <br /> <br /> complex on Vinegar Hill on the Starr Hill Neighborhood, Ridge-McIntire <br /> and Downtown. <br /> <br />Emmett Fortune <br />Carmen Clements <br />Bud Lafon <br />Helen Tonsler <br />Joe Price <br /> <br />Buddy Bolton <br />Lucina Bracey <br />John Conover <br />Bob Hudgins <br /> <br />Charge to the <br />Committee to study <br />secondary impacts <br />of the proposed <br />complex on Vinegar <br />Hill <br /> <br /> On motion by Mr. Buck, seconded by Mrs. O'Brien the following <br />charge to the secondary impacts committee, was unanimously adopted. <br />1. Community Impact <br /> <br />The basic charge of the committee is to review what may be the <br />impact of the proposed development on Vinegar Hill, on the <br />surrounding community, and what the City may do to assure that <br />these impacts are appropriate and in harmony with the community <br />interests and objectives. <br /> <br /> Following are areas of considerations and special interests: <br /> <br />A. Relationship to surrounding neighborhoods (e.g. Starr Hill, <br /> Ridge Street, North Downtown). <br /> <br />o <br /> <br />B. RelatiOnship to Mall and West Main Street commercial areas. <br /> <br />Need for the impact of potential secondary services and <br />facilities (e.g. gas stations). <br /> <br />Potential impacts on physical and visual environment <br />(e.g. signs). <br /> <br /> ion and public safety concerns. <br /> <br />Potential population and socioeconomic changes and their <br />implications. <br /> <br /> ~e recommendations, justifications and <br /> implementation, as they relate to the <br /> <br />E. Access, circulat <br /> <br />F o <br /> <br />Recommendations <br /> <br />To present appropria <br />suggestions for thei~ <br />above issues. <br /> <br />To report back to City Council within 60 days of the appointment <br />of the Committee. <br /> <br />Consult with approprigte representatives of the City and community <br />in the above process ~e.g. Planning Commission, Social Development <br />Commission, Charlottesville Development G=oup). <br /> <br /> <br />
