Appointments re: Committee to develop criteria to be met in the design of the Vinegar Hill Project On motion by Mr. Albro, Hubert S. McCray, Commora Snowden and Betty Jo~an Orman were reappointed to the R. S. V. P. Advisory Board, by unanimous vote. On motion by Mrs. O'Brien, Gaines Anderegg was appointed to the School Board, by unanimous vote, On motion by Mr. Albro, Mark Krebs was appointed to the School Board, by unanimous vote. On motion by Mr..Brunton, Commora Snowden was reappointed to the Thomas Jefferson Planning District Commission -- Advisory Council on Aging, by unanimous vote. On motion by Mr, Buck, Charles Thompson was appointed to the Starr Hill Revitalization Board, by unanimous vote. On motion by Mrs. O'Brien the following appointments were made to the committee to develop-criteria to be met in the design of the Vinegar Hill Project. Stan Tatum Dick Shank Eric Heiner Milton Grigg Warren Martin of the proposed complex on Vinegar Hill .on the Starr Hill Neigh- borhood, etc. Appointments re: On motion by Mr. Gatewood the following appointments were made Committee to determine the secondary impacts to the committee to determine the secondary impacts of the proposed complex on Vinegar Hill on the Starr Hill Neighborhood, Ridge-McIntire and Downtown. Emmett Fortune Carmen Clements Bud Lafon Helen Tonsler Joe Price Buddy Bolton Lucina Bracey John Conover Bob Hudgins Charge to the Committee to study secondary impacts of the proposed complex on Vinegar Hill On motion by Mr. Buck, seconded by Mrs. O'Brien the following charge to the secondary impacts committee, was unanimously adopted. 1. Community Impact The basic charge of the committee is to review what may be the impact of the proposed development on Vinegar Hill, on the surrounding community, and what the City may do to assure that these impacts are appropriate and in harmony with the community interests and objectives. Following are areas of considerations and special interests: A. Relationship to surrounding neighborhoods (e.g. Starr Hill, Ridge Street, North Downtown). o B. RelatiOnship to Mall and West Main Street commercial areas. Need for the impact of potential secondary services and facilities (e.g. gas stations). Potential impacts on physical and visual environment (e.g. signs). ion and public safety concerns. Potential population and socioeconomic changes and their implications. ~e recommendations, justifications and implementation, as they relate to the E. Access, circulat F o Recommendations To present appropria suggestions for thei~ above issues. To report back to City Council within 60 days of the appointment of the Committee.
