Develop- <br />ment Corporation <br /> <br /> The Council met in regular session on this date with the <br /> following members present... Mr: Albro, Mr. Brunton, Mr. Buck, <br /> and Mrs. O'Brien. Absent: Mr. Gatewood. <br /> <br /> The minutes of the meetings of September 17th and October 1st <br /> were approved as presented. <br /> <br /> The City Manager stated that he felt the City should in some- <br /> way acknowledge those citizens who serve on boards and commissions <br /> for long periods of time without compensation. He proposed that <br /> each retiring board and commission member be given a framed <br /> certificate signed by each member of the City Council thanking <br /> ~hem for their years of service. He estimated the cost of this <br /> program would be approximately $400 a year and stated that <br /> adequate funds already appropriated could probably be found to <br /> fund the program fOr the balance of this year. <br /> <br /> On motion by Mr. Albro, seconded by Mrs. O'Brien the program <br /> as outlined by t~e City Manager, was unanimously adopted. <br /> <br /> The City Manager reported that part of the Start Hill <br /> <br /> I eighborhood Program was to work in the area of economic development <br /> and there were s~me general programs designed to stimulate <br /> economic development in that geographical area as part of the <br /> federal grant program.! It was felt that one of the needs was <br />for a Local Development Corporation which would work with minority <br />businesses and wo~ld try to attract minority businesses to the <br />area and work with existing businesses. In connection with this <br />idea a request for proposals was drafted and distributed and there <br />was one proposal submitted that was by the Central Virginia <br />D~velopment Corporation. This proposal was discussed sometime ago <br />and! Council requested that before any of the funds were released <br />t~at this program be brought back to Council for approval. He <br />stated the staff feels the proposal that was received is quite <br />g=_neral and is difficult to determine just how the funds will be <br />sent and specifically what kind of programs would be developed <br />w th the money. ~e stated the staff has made some recommendations <br />for the Council's consideration.
