168 <br /> <br /> A work session was set for December 6th to discuss this <br />matter. <br /> <br /> Mr. Gatewood proposed that the Council begin procedures <br />for changing the date of School Board appointments to July, <br />which would require a 'charter change, and suggested that the <br />public hearing be held at the regular meeting on December 3, <br />1979. <br /> <br /> Mrs. O'Brien suggested that this be discussed with the <br />School Board, since it is her understanding that Stane law <br />requires that the School Board hold its organization meeting <br />on the first of July. <br /> <br /> The Mayor suggested that this could be discussed with the <br />School Board at the lunch meeting on November 15th. <br /> <br /> On motion the meeting adjourned. <br /> <br />Clerk ~- <br /> <br />President <br /> <br />Regular Meeting <br /> <br />Executive Session <br /> <br />Matters by the Public <br /> <br />COUi~CIL CHAMBER - ivIONDAY, NOVEMBER 19, 1979 <br /> <br /> The Council met in regular session on this date with the <br /> following members present: Mr. Albro, Mr. Brunton, Mr. Buck <br /> and Mrs. O'Brien. Absent: Mr. Gatewood. <br /> <br /> A motion by Mrs. O'Brien, seconded by Mr. Albro that <br /> <br />Council meet in executive session to discuss matters exempted <br />hy Section 2.1-344(a)(1) and 2.1~344(a)(6) of the Virginia <br />Freedom of Information Act, was adopted by the following recorded <br />vote. Ayes: Mr. Albro, Mr. Brunton and Mrs. O'Brien. Noes: <br />None. Mr. Buck absent at this time. <br /> <br /> The executive session was dispensed with and regular <br /> <br /> session was resumed at 7:30 p.m. <br /> <br /> Mr. Henry Maclin, a member of the Charlottesville <br />Development Group addressed the Council and stated that at its <br />meeting on November 14th the Charlottesville Development Group <br />adopted a resolution regarding the establishment of a conservation <br />and rehabilitation area He stated that this plan will require <br />legal guidance as it is developed for Council's consideration, <br />and he requested the Council to provide funds for legal fees <br />for the project in the amount of $2,500. <br /> <br /> Mrs. O'Brien suggested that before an attorney starts <br /> <br />work on this project that he confer with the City Attorney to <br />determine if any work has been done which could be used, since <br />the Housing Authority incurred some expenses in investigating <br />a similar project. She stated she would like that done before <br />any commitment of funds is made. <br /> <br /> <br />
