Neighborhood <br />Study <br /> <br /> WHEREAS J. Norwood Bosserman has contributed significantly to <br />the revival of North. First Street by his timely purchase and <br />restoratio~ of the house at 422 North First Street; and <br /> WHEREAS his, example served as an impetus for many other <br />property owners and. has led to a renewed interest in the preserva- <br />tion and renovation of!the North First Street neighborhood.; and <br /> <br /> WHEREAS J~ Norwood-Bosserman~s recent purchase of property on <br />the Mall, and ign of living quarters, has encouraged <br />new interest ~ace on the Mall; and <br /> <br /> WHEREAS his pu~¢hg~e contributes significantly to the City's <br />goal of an interesting and valuable place for living <br />as well as iness; now, therefore, be it <br /> <br /> RESOLVED that the Council of the City of Charlottesville hereby <br />commends J, Norwood Bo~serman-and extends to him its appreciation· <br /> <br /> Mayor Buck announced that the Municipal Finance Officers' <br />Association has awarded a Certification of Conformance in FinanCial <br />Reporting to' the City of Charlottesville for its 1979 comprehensive <br />annaul financial report, In addition, he presented an Award of <br />Financial Reporting Achievement to Thomas Hayden, Assistant Director <br />of Finance, from the. MFOA~for his contribution to the 1979 report. <br /> Mr. Art Keyser, chairman of the U.Va. Neighborhood Study task <br /> force, presented the study~,., with recommendations, to Council. The <br /> general recommendations follow, with detailed recommendations <br /> contained in the study, a copy of which is filed with the minutes <br /> of this meeting. <br /> <br />ROUSING <br /> <br />1. A balance between renter and owner occupied housing <br /> in each neighborhood should be promoted. <br />2. The Unive consider groupingfuture new <br /> fraternity ~orority houses on University property. <br />3. The City should consider licensing of fraternity and <br /> Sorority houses. <br />4 The UniVersity should house 5'0% of the student body on <br /> University property'.as soon as possible. <br /> <br />COMMUNITY RELATIONS <br /> <br />1. The UniversitY should involve the community directly <br /> in.its lOng~range.planning process. <br />2. The University should develop a management handbOok for <br /> the operationof fraternity and sorority houses. <br />3. A contact person in each fraternity or sorority House <br /> shOuld be appointed~and the list of contacts circulated <br /> among Unive~4ity, City and neighborhoods. <br />4. Student~n~ighbo~hood organizations should be encouraged. <br />5. Tenants andiandl°r.ds should be made more aware of zoning <br /> regulations concerning occupancy. <br />6. The City should publiSh a pamphlet for residents on the. <br /> City Code requirements and departmental procedures. <br /> <br />TRANSPORTATION <br /> <br />1. The City should construct recommended bicycle paths. <br />2. A b~cycle safety education program should be developed. <br />3. The City, University and businesses should install secure <br /> bicycle pamking facilities to deter theft. <br />4. The City and University should share the expense of a <br /> t~affic control device at JPA and Brandon Avenue. <br />5. The City shoUld;further define no parking boundaries by <br /> painting curbs.yetlow, <br /> 6'. The City shOuldconsider raising parking fines. <br /> <br />After some discussion and queStions/answers, Mayor Buck set a <br /> <br />work session on this topie for Wednesday, September 17, and <br />requested that City staff notify the University, students, <br />and neighborhOod, organizations so 'that they can discuss the <br />issues with Council. The City staff was also requested to notify <br /> <br />students and landlords or applicable zoning regulations. <br /> <br /> <br />
