Mrs. Barbara Rose <br />speaking for the League of Women Voters, addressed the <br />Council in support of the projects presented. She also <br />requested a quarterly report .on the use of the Community <br />Development Funds. Mrs. Rinehart also requested a report <br />of how this money has been spent, the statue of the <br />projects and quarterly reports in the future. Mr. Ewert <br />also stated that all the available funds have not been <br />reprogrammed and the administration will probably have <br />other request later. On motion by Mrs. Rinehart, seconded <br />by Mr. Fife the programs as presented were unanimously <br />approved. <br /> <br /> Mrs. Terry Van Groll addressed the Council and <br /> <br />gave a-progress report on the McGuffey Art Association, <br />Inc. She also presented a check in the amount of <br />$680.97 as the City's share of revenue produced by <br />art sales and classes at the McGuffey Art Center. <br /> <br /> On motion by Mrs. Rinehart, Mr. Theo Van Groll, <br /> <br />was appointed to the Board of Architectural Review, by <br />unanimous vote. <br /> <br /> On motion by Mr. Van Yahres, Mrs. George Ferguson, <br />was appointed to the Urban Observatory Policy Board, by <br />unanimous vote. <br /> <br /> Mr. Darden Towe, on behalf of the Dogwood Festival <br />Board addressed the Council and requested endorsement <br />of the 1976 Dogwood Festival. Mr. Towe also outlined <br />the schedule of proposed events for the festival. He <br />requested that the Board be allowed to hang banners as <br />in ~he past, that the City donate a trophy for the track <br />meet, use of Mclntire Park for the rides and permission <br />to held parade in the downtown area. The Mayor assured <br />Mr. Towe of the City's support of the 1976 festival. <br /> <br /> Action on the appropriation for the Second Street <br /> Gallery was deferred to the next meeting. <br /> <br /> The resolution appropriating $300,000 for High <br /> <br />Rise Building for the Elderly, which was offered at the <br />meeting of the Council on March 1, 1976, was adopted <br />by the following recorded vote. Ayes: Mr. Fife, Mr. <br /> <br />Gilliam, Mrs. Rinehart and Mr. Van Yahres.
