Bicentennial <br />Center <br /> <br />Option agreement re: <br />Between City and <br />W. L. Clover <br /> <br /> Mr. Gilliam, Mrs. Rinehart and Mr~ Van Yahres. Absent: <br /> None. <br /> <br /> A public hearing was held on this date on a proposed <br />ordinance to increase the bus fares to thirty cents per <br />trip and ten cents for transfers and to decrease the fares <br />for the elderly and the handicapped to twenty cents per <br />trip. Mr. George Wiley addressed the Council in opposition <br />to the proposed increase. A motion by Mr. Gilliam, <br />seconded by Mr. Van Yahres that the ordinance be amended <br />to set the fares at twenty-fi~e cents, was adopted by <br />the following recorded vote. Ayes: Mr. -Barbour, Mr. <br />Fife, Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. <br />Noes: None <br /> <br /> An ordinance entitled "AN ORDINANCE TO ESTABLISH <br />FARES FOR THE CITY TRANSIT SYSTEM," which was offered <br />at the meeting of the Council on March 22, 1976, was <br />adopted as amended by the following recorded vone. Ayes: <br />Mr. Barbour, Mr. Fife, Mr. Gilliam, Mrs. Rinehart and Mr. <br />Van Yahres. Noes: None. <br /> <br /> The City Manager presented bids for replacing the <br />flooring in Carver Recreation Center Skate Room. He <br />stated that the lowest bid was R. E. Lee and Son at <br />$20,833 and recommended that this bid be accepted. On <br />motion by Mr. Gilliam, seconded by Mr. Van Yahres the <br />forgoing recommendation was unanimouSly adopted. <br /> <br /> A motion by Mr. Van Yahres, seconded by Mr. Fife, <br /> <br />that unanimous consent be given to the consideration of <br />other matters to come before this meeting was adopted <br />by'.the following recorded vote. Ayes: Mr. Barbour, Mr. <br />Fife, Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. Noes: <br />None. <br /> <br /> The City Manager presented a proposed contract with <br />the Virginia Independence Bicentennial Commission for <br />operation of the Western Virginia Bicentennial Center. <br />The contract provides that the City will be responsible <br />for the day to day operation of the Center in accordance <br />with standards and guidelines set forth in the agreement. <br /> <br />(A copy of the contract is on file with the minutes of <br />this meeting.) Mr. Gilliam suggested that the Council take <br />time to discuss the contract before approving it. It <br />was agreed that the Council would discuss the contract <br />in executive session before approval. <br /> <br /> The City Manager also presented the option agree- <br />ment between the City and W. L~. Clover for an option for <br />two months to purchase the City owned land at Central <br />Place at a price of $100,000. The contract also calls <br />for conveyance of air rights over the fringe area of <br />the Central Place. On motion by Mr. Gilliam, seconded <br />by Mr. Fife the Mayor was authorized to execute this <br />option agreement on behalf of the City. <br /> <br /> <br />
