110 <br /> <br />Staff report re: Buffer <br />zone at Charlottesville <br />High School and request <br />for appropriation of <br />$2,000 to plant white <br />pine trees <br /> <br />Staff report re: <br />Road Widening <br /> <br />Hydraulic <br /> <br />Staff report re: Regulations <br />governing permit parking <br /> <br /> The City Manager advised the Council that one of <br /> <br />the needs at Charlottesville High School is to plant a <br />double row of white pine trees alOng the northern boundry <br />of the school property. He stated that this row is needed <br />to properly screen the residential property from the <br />school complex. He stated that the estimated costs of the <br />planting is $2,000 and recommended that the sum.be <br />authorized by Council from the appropriation made <br />from street tree planting. A motion by Mr. Van Yahres <br />seconded by Mr. Fife that ~the planting be done, but <br />not paid for from the street tree planting funds, was <br />unanimously adopted. On motion by Mr. Van Yahres, <br />seconded by Mrs. Rinehart the following resolution <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br /> BE IT RESOLVED by the Council of the City <br /> of Charlottesville that $2,000 be and the same is <br /> hereby appropriated from the General Fund for tmee <br /> planting at charlottesville High School. <br /> <br /> The City Manager advised the Council that Hydraulic <br /> Road needs to be widened from U. S. 29 North, east <br /> to the VEPCO Office. He stated that the plans for <br /> this project have been completed by the Engineering <br /> Division of the Public Works Department and recommended <br /> that it be financed by deferring the Emmet Street - <br /> Jefferson Park Avenue Signal Project which is recommended <br /> by the Traffic Engineer. He recommended that a <br /> reallocation of funds be made 'from the Emmet-Jefferson <br /> Park Avenue Special Project to the Hydraulic Road <br /> Project. A motion by Mr. Van Yahres, seconded by <br /> Mrs. Rinehart that the foregoing recommendation be <br /> approved, was adopted by the following vote. Ayes: <br /> <br /> Mr. Barbour, Mr. Fife, Mrs. Rinehart and Mr. Van Yahres. <br /> Noes: Mr. Gilliam. <br /> <br /> The City Manager advised the Council that when <br /> <br /> the Administrative Regulations governing permit parking <br /> were approved no provision was made for a refund of <br /> annual fee, as the fee at that time was 0nly fifty <br /> cents per year. He stated since the fee is presently <br /> set at ten dollars annually, he feels the provision <br /> should be made for refunds and transfers of the permits <br /> and recOmmended amendments to the regulations as <br /> <br />follows: <br /> 3. <br /> <br />Fees for permits applied for and acquired <br />after November 1 will be one-half .of the <br />above rates. <br /> <br />A person who sells or otherwise disposes of <br />a vehicle during the permit year, or who moved <br />from the area, may at his option: <br /> <br />(a) <br /> <br />surrender his vehicle permit and apply <br />for a new permit for his newly-acquired <br />vehicle. The fee is $.50. <br /> <br /> <br />
