22 <br /> <br />Appropriation re: <br />$5~17 - Community <br />Attention Home for <br />Girls <br /> <br />Committee report re: <br />Reports from Housing <br />Boards of Adjustments <br />and Appeals <br /> <br />Discussion re: <br />Community Development <br />Block Grant <br /> <br />Resolution re: <br />Bingo Permit - Zion <br />Union Baptist Day <br />Care Center <br /> <br /> The resolution approPriating $59,317 for operation of the <br /> Community Attention Home for Girls, which was offered at the meeting <br /> of the Council on March 14, 1977, was adopted by the following recorded <br /> vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and <br /> Mrs. O'Brien. Noes: None. <br /> <br /> Mr. LeRoy Hamlet, Chairman of the Housing Board of Adjustments <br /> and Appeals addressed the Council and presented a report concerning <br /> the present Housing Code and the Enforcement Program, with~ some <br /> recommendations for changes. The Board recommended that an official <br /> Housing Policy be established and that a Housing Office be insituted <br /> to coordinate present programs, to investigate new alternatives, <br /> to catch up on inspections, counselling and public education, and to <br /> stimulate private concerns and investment and improve neighborhoods. <br /> He stated it would be desirable for the Housing Authority and Public <br /> Housing to be a part of such an office and also there is an obvious <br /> need to coordinate the Inspections Department and tme Community <br /> Development Department and other public and private agencies working <br /> in the housing field. He stated that the board will be back with <br /> <br /> specific recommendations for code revisions in the near future. A <br /> <br /> motion by Mr. Fife, seconded by Mr. Barbour that the Board be <br /> <br /> requested to make recommendations with regard to the establishment <br /> of a housing policy was unanimously adopted. A motion by Mr. Fife, <br /> seconded by Mr. Barbour that the matter of establishing a Housing <br /> Office be referred to the board to coordinate with the City Manager <br /> and report back, was unanimously adopted. <br /> <br /> The City Manager advised the Council that the Community <br />Development Block Grant program is due in the HUD office on April <br />16th, but the staff will need about ten days to complete the paper <br />work after a decision is made by Council. He stated that a decision <br />is needed by April 5th or 6th by the Council l~r. Fife stated that <br />he had visited the Schenks Branch site, but would like more time <br />to visit some of the other sites. He puggested that action be <br />deferred until the April 4th meeting. The Mayor asked if the <br />renovations at the Recreation Center could be done in stages rather <br />than all at one time. <br /> <br /> On motion by Mr. Barbour, seconded by Mr. Fife the following <br />resolution was unanimously adopted. <br /> <br /> WHEREAS, the Zion Union Day Care Center nas duly applied <br />for a permit to conduct bingo parties in compliance with §17-19 <br />of the Code of the City of Charlottesville, 1976, as amenaed; and <br /> <br /> WHEREAS, it has been determined that the Zion Union Day Care <br />Center meets the qualifications as outlined in §17-19; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Charlottesville that a permit be granted to the Zion Union Day <br />Care Center to conduct bingo parties in accordance with all the <br />provisions of §17-19 of the Code of the City of Charlottesville for <br />a period of one year from the date of the resolution~ and <br /> <br /> BE IT FURTHER RESOLVED that the Clerk of the Council be <br />direcned to send a copy of this resolution to the Secretary of the <br />Zion Union Day Care Center. <br /> <br /> <br />
