23.-2 ' <br /> <br />Resolution re: <br />Contract with CHIP <br />and Redevelopment <br />and Housing <br />Authority for <br />Housing Rehab. <br /> <br />Resolution re: <br />Bingo Permit - <br />Ch'ville Educational <br />Foundation <br /> <br />Consideration re: <br />Ordinance - Closing <br />an alley adjacent to <br />Avon Street <br /> <br />Consideration re: <br />Ordinance - Section <br />15-104 <br /> <br />Consideration re: <br />Ordinance - Garrett <br />Street Project <br /> <br />Matters by the <br />Public: Forrest <br />HillT~s Park Fence <br /> <br /> BE IT FUR%HER RESOLVED that the City Manager is authorized <br />to make application to the Department of Housing and Urban Development <br />for approval of a Community Development Block Grant to fund such <br />projects; provided, however, that the City Manager may approve <br />alterations in the cost estimates for such projects, within the total <br />amount of the grant to the extent permitted by applicable. Federal <br />regulations. <br /> <br /> A proposed contract was presented between the City, the <br />Charlottesville Redevelopment and Housing-Authority and the Charlottes- <br /> <br />ville Housing Improvement Program for Community Development Block <br />Grant funds allocated to the CHIP Rehabilitation Program. The <br /> <br />proposed contract formalizes the current administrative procedures <br /> <br />of the p~ogram and attempts to bring the City into compliance ~ith <br /> <br />CDBG regulations. On motion by ~Xir. Brunton, seconded by Mr. Fife <br /> <br />the City Manager was authorized to execute the contract on behalf <br /> <br />of the City. <br /> <br />On motion by Mr, Gatewood, seconded by Mr. Fife the following <br /> <br />resolution was unanimously adopted. <br /> <br /> WHEREAS, the Charlottesville Educational Foundation <br />has duly applied for a permit to conduct bingo parties and raffles <br />ink, comPliance with §17-19 of the Code of the City of <br />Charlottesville, 1976, as amended; and <br /> <br /> WHEREAS, it has been determined that the Charlottesville <br />Educational Foundation meets the qualifications as outlined in <br />§17-19; <br /> <br /> NOW, ~HEREFORE, BE IT RESOLVED by the Council of the City <br />of Charlottesville that a permit be granted to the Charlottesville <br />Educational Foundation to conduct bingo parties and raffles in <br />accordance with all the provisions of ~17-19 of t~e Code of the <br />City of Charlottesville ~or a period o3 one year from the date of <br />this resolution; and <br /> <br /> BE IT FURTHER RESOLVED that the Clerk of the Council be <br />directed to send a copy of this resolution to the Chairman of <br />the Annual Spring Festival for the Charlottesville Educational <br />Foundation. <br /> <br />An ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br /> <br />DISCONTINUING AN ALLEY ADJACENT TO THE -WEST SIDE OF AVON STREET <br /> <br />IN THE CITY OF CHARLOTTESVILLE," was offered by Mr. Fife, seconded <br /> <br />by Mr. Brunton and carried over to the next meeting for consideration. <br /> <br />An ordinance entitled "AN ORDINANCE TO AMEND AND REENACT <br /> <br />SECTION 15-104 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976 <br /> <br />ENTITLED "THEATRICAL PERFORMANCES"," <br /> <br />was offered by Mr. Barbour, <br /> <br />seconded by Mr. Brunton and carried over to the next meeting for <br /> <br />consideration. <br /> <br />An ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br /> <br />DISCONTINUING CERTAIN STREETS AND ALLEYS IN THE GARRETT STREET <br /> <br />PROJECT IN THE CITY OF CHARLOTTESVILLE," was offered by Mr. <br /> <br />Gatewood, seconded by Mr. Fife and carried over to the next <br /> <br />meeting for consideration. <br /> <br />Mr. Barry Sickles of Forrest Ridge Road addressed the <br /> <br />Council and objected strenuously to the fence being built <br /> <br />around Forrest Hill's Park for use by the Little League. He <br /> <br />suggested erecting a temporary fence which could be removed <br /> <br />after the Little League season. Mr. Lou Rainey, President <br /> <br /> <br />
