2,4, 5 <br /> <br />Staff Report: 312 <br />Housing Program <br /> <br />franchise agreement with the recommended modifications for a period <br />of five Years. He stated Jefferson Cable is the only company <br />authorized to supply cable television services to Charlottesville <br />residents as set forth in a franchise agreement entered into on <br />March 26, 1974, which agreement includes operating specifications <br />which must be met by the owner, requirements for rebuilding the <br />system by September, 1977, and mmximum rates to be charged subscmibers <br />within the City limits. He stated one of the major .conditions of <br />the franchise agreement is that Jefferson Cable rebuild a substantial <br />portion of its system no later than September 26, 1977. The rebuilt <br />characteristics include replacement of all existing truck and feeder <br />cable with new cable, replacement of all drops from the main line <br />to the individual television sets, installation of new amplifiers <br />as needed and provision for the addition of two-way modules at the <br />time they are needed. The proposed improvements would improve both <br />the quality reliability of the system, as well as, increased <br />channel capacity from twelve to thirty channels. He stated the <br />staff recommends council approval of: 1. the technical <br />specification changes in the franchise agreement to be effective <br />immediately, 2. Extension of the deadline for completion of 'the <br />rebuild to seven months from the date of approval of the technical <br />specification changes, and 3. A request for Jefferson Cable to <br />proceed with the system rebuild. The staff also recommends that <br />a rate adjustment of $1.00 in the initial outlet charge and $.25 <br />in the additional outlet charge be granted when the rebuild has been <br />completed. A motion by Mr. Gatewood, seconded by Mr. Barbour that <br />the staff recommendations be approved, but defer action on the <br />request of the rate adjustment to a later date and authorized the <br />Mayor to sign a document embodying these changes was unanimously <br />adopted. <br /> <br /> Mr. Bob Stripling addressed the Council and presented a detailed <br />staff report on the HUD Housing Rehabilitation Program. He stated <br />that the program only provides loans, there are no grants. The <br />loans m're low interest loans made to the owners of r~sidential, <br />non-residential or mix use properties in order to compensate them for <br />structural or other defects which seriously effect the livability or <br />occupancy of the property. The property must need rehabilitation <br />to meet the projects property rehabilitation standards and be <br />located within a designated conservation target area. He stated <br />the funding of the 312 Program is ofter sporadic and funds are in <br />short supply and the locality must furnish funds until the program <br />funds are available.
