Consideration re: Ordinance - Lease on 742 Nall Street Ordinance re: Parking Privileges to members of the Volunteer Fire Company and Rescue Squad Executive Session 2'47 An ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR TO SIGN A LEASE FOR A TERM OF FORTY YEARS OF CITY PROPERTY LOCATED AT 742 NALLE STREET," was offered by Mr. Fife, seconded by Mr. Barbour and carried over to the next meeting for consideration. An ordinance entitled "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, BY ADDING SECTIONS 10-56.1 and 16.-55.1 RELATING TO THE LICENSING AND PARKING OF VEHICLES BELONGING TO MEMBERS OF THE CHARLOTTESVILLE VOLUNTEER FIRE COMPANY THE CHARLOTTESVILLE-ALBEMARLE RESCUE SQUAD, INC.," which was offered at the meeting of the Council on April 18, 1977, was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. Absent: Mr. Brunton. A motion by Mr. Gatewood, seconded by Mr. Fife the Council meet in executive session to discuss a matter exempted by Section 2.1-344(a)(1), Section 2.1-344(a)(2), and Section 2.1-344(a)(6) of the Virginia Freedom of Information Act, was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. Absent: Mr. Brunton. On motion the meeting adjourned. ~ ~Clerk ~- Regular meeting Approval of minutes Presentation re: Urban Observatory - 911 Study COUNCIL CHAMBER - MONDAY, MAY 16, 1977 The Council met in regular session on this date with the following members present: Mr. Barbour, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Absent: Mr. Brunton. On motion by Mr. Barbour, seconded by Mr. Gatewood the minutes of the meeting of May 9, 1977 were approves as presented. Mr. O. A. Gianniny, Jr. presented a feasibility study on a proposed "911" Emergency Telephone System prepared by the Centmal Piedmont Urban Observatory. He stated that this system consist of a consolidated dispatch center for emergency communications which directly dispatches personnel for all police agencies and transfers calls to individual dispatch centers for all fire agencies and the rescue squad. Any person dialing "911" will thus be connected to a partially independent antonymous emergency service agency which is capable of directly dispatching the majority of emergency calls received and which can transfer an incoming call to those agencies which feel the strong need for maintaining close control and monitoring of the very specialized and capable dispatchers. He stated that the present operating cost of emergency services is approximately $11,000 per month and the operating cost of the new system would be approximately thirteen
