O'Brien (signed) <br /> President <br /> <br />Resolution re: <br />South Rivanna <br />Reservoir <br /> <br />The Council met in special session on this date with the <br /> <br />following members present: Mr. Barbour~ Mr. Brunton, Mr.Fife, <br /> <br />Mr. Gatewood and Mrs. O'Brien. Absent: None. <br /> <br />On motion by Mr. Fife, seconded by Mr. Barbour the following <br /> <br />resolution was unanimously adopted. <br /> <br /> WHEREAS, this Council has previously voiced its <br />support for measures taken by Albemarle County to protect the <br />South Rivanna Reservoir from adverse effects of development of <br />land in its watershed area; and <br /> <br /> WHEREAS, the "Betz" study of the reservoir recently <br />completed for the Rivanna Water and Sewer Authority has confirmed <br />the ~anger which uncontrolled or improper types of land <br />development pose to the reservoir, now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville <br />that the Board of Supervisors of Albemarle County be respectfully <br />requested: <br /> <br />(1) To reaffirm the conviction that the South Rivanna <br />Reservoir is the major water supply for the Charlottes- <br />ville-Albemarle area, and that its preservation is <br />essential to the public health, safety and welfare. <br /> <br />(2) To join the City in requesting the Rivanna Water <br />and Sewer Authority to hire an environmental control <br />officer and to develop performance standards and a <br />monitoring program for the watershed. <br /> <br />(3) To approve concurrently with the Council the per- <br />formance standards and monitoring program developed by <br />the Rivanna Water and Sewer Authority. <br /> <br />(4) To amend the County site plan and soil erosion <br />control ordinance to require the approval of the <br />environmental control officer at the Rivanna Water and <br />Sewer Authority as to runoff control measures before <br />County approval is given and any permits issued. <br /> <br />(5) To review other appropriate County ordinances to <br />insure that they are in accord with the policy of <br />protection of the watershed. <br /> <br />(6) To continue the moratorium on development in the <br />watershed until the performance standards and monitoring <br />program are adopted; and thereafter to adopt a develop- <br />ment "budget" for the watershe, d to insure that any gain <br />in reservoir quality from controlling point sources of <br />pollution is not lost through excessive development. <br /> <br />('7) To review yearly the performance standards and <br />monitoring program to insure the effectiveness of the <br />program; thereby allowing for changes in the development <br />"budget" if pollutants are being adequately controlled. <br /> <br />(8) To join with the City in requesting the State Water <br />Control Board to review all existing NPDES permits in <br />the watershed in light of the "Betz" report. <br /> <br /> And be it further Resolved, that this Council expresses <br />its willingness to cooperate with the Board of Supervisors of <br />the County of Albemarle in each of such actions, as may be deemed <br />appropriate by both bodies. <br /> <br />On motion the meeting adjourned. <br /> <br />~ Pres ~dAnt <br /> <br /> <br />
