Resolution re: Application <br />for Preliminary loan <br />for Low-rent public <br />housing <br /> <br />On motion by Mr. Gatewood, seconded by Mr. Barbour the following <br /> <br />resolution was unanimously adopted. <br /> <br /> WHEREAS, it is the policy of this locality to eliminate <br />substandard and other inadequate housing, to prevent the spread of <br />slums and blight, and to realize as soon as feasible the goal of a decent <br />home in-a suitable living environment of all of its citizens; and <br /> <br /> WHEREAS, under the provisions of the United States Housing Act <br />of 1937, as amended, the Unites States of America, acting through the <br />Secretary of Housing and Urban Development (herein Called the "Government"), <br />is authorized to provide financial assistance to local public housing <br />agencies for undertaking and carrying out preliminary planning of <br />low-rent housing projects that will assist its meeting that goal; and <br /> <br /> WHEREAS, the Act provides that there shall be local determination <br />of need for low-rent housing to meet needs not being adequately met by <br />private enterprise and that the Government shall not make any contract <br />with a public housing agency for preliminary loans for surveys and <br />planning in respect to any low-rent housing projects unless the governing <br />body of the locality involved has by resolution approved the application <br />of the public housing agency for such preliminary loan; and <br /> <br /> Wt{EREAS, the Charlottesville Redevelopment and Housing Authority <br />(herein called the "Local Authority") is a public housing agency <br />and is applying to the Government for a preliminary loan to cover the <br />costs of surveys and planning in connection with the development of <br />low-rent housing; <br /> <br /> NOW, THEREFORE, be it resolved by the Council of the City of <br />Charlottesville as follows: <br /> <br />Presentation re: <br />CHIP <br /> <br /> 1. That there exists in the City of Charlottesville a need <br /> for such low-renu housing which is not being met by private enterprise; <br /> <br /> 2. That the application of the Local Authority to t~e Government <br />for a preliminary loan in an amount not to exceed $39,600 for surveys and <br />planning in connection with low-rent housing projects of not to exceed <br />approximately 198 dwelling units is hereby approved. <br /> <br /> Mr. Frank Buck, President of Charlottesville Housing Improvement <br />Program, addressed the Council and stated that in 1975 the City Council <br />appropriated $29,000 from Federal Revenue Sharing Funds for a model <br />Emergency Repair Program. He stated that although the goals of the program. <br />were met, $14,818 of the fund remains unused. CHIP requests that ~8,000 <br />of the unused funds be used to continue the goals of the Emergency Repair <br />Program by serving families living outside the target neighborhoods <br />assisted by Community Development Funds and the balance in the amount of <br />$6,818 be allocated to the winterization program to insulate owner <br />occupied homes low income families. The City Manager recommended that <br />CHIP be authorized to spend only the $8,000 which is now in their <br /> <br />possession. He recommended that $4,000 be used for non-CD eligible <br />rehabilitation projects and $4,000 be used to match Title XX funds for <br /> <br />Staff report re: <br />Public Works <br />Construction Grant <br /> <br />winterization projects and the $6,818 remaining should be returned to the <br />unappropriated balance of the General Fund. On motion by Mr. Brunton, <br />seconded by Mr. Gatewood the recommendations of the City Manager were <br />unanimously adopted. <br /> <br /> The City Manager advised the Council that the staff has reviewed <br /> <br />the various aspects of the $830,000 allocation received by the City <br />under the Economic Development Administration's Local Public Works Grant <br />and has evaluated the strengths and weaknesses of possible construction <br />project.proposals. He stated that there are a limited number of projects <br />which meet the requirements of this particular grant since time conatrants <br />rule out most projects and if a project is chosen for which we cannot <br /> <br />meet construction deadlines we may loose the grant and presented a <br />recommended priority list of projects which best fits the grant requirements. <br /> <br /> <br />
