Absent: None. <br /> <br /> The minutes of the meeting of August 15th were approved as <br />presented. <br /> <br /> On motion by Mr. Brunton, Mrs. Virginia Germino was appointed <br />the Social Development Commission, by unanimous vote. <br /> <br /> On motion by Mr. Brunton, Mrs. Anna Bell Hopkins was appointe <br /> the Community Attention Home Advisory Board, by unanimous vote. <br /> <br /> On motion by Mr. Barbour, Mr. Thomas Dowell was appointed to <br />Highway Safety Commission, by unanimous vote. <br /> <br /> On motion by Mr. Fife, Rev. Peyton Thurman was appointed to t <br />Social Development Commission, by unanimous vote. <br /> <br /> Mr. Sandy Lambert, the former Chairman of the Planning Commis <br />presented an annual report to the City Council of Charlottesville <br />by the Charlottesville Planning Commission, September, 1976 thru <br />August, 1977. The report outlined activities of the Planning Com <br />for the past year and gave recommendations to improve short range <br />and long range community planning for Charlottesville. The Mayor <br />thanked Mr. Lambert for the report and also for his past services <br />the Planning Commission. It was agreed that the Council would re <br />a meeting with the Planning Commission in September or October to <br />the report and recommendations. <br /> <br /> The City Manager advised the Council that there is a private <br />who is willing to construct a Highrise for the Elderly using fede <br />funds and asked the Council to make a decision on the location. <br />stated the staff feels that the best site is Vinegar Hill, but it <br />would not be desirable in that location since this would promote <br />piece meal development of that property. He stated that the staf <br />feels the Midway Site is the besf~location and the next best is <br />in the Garrett Street Area. Mr. Fife stated that he would like t, <br />see it built on West Main Street next to Leggetts. A motion by M~ <br />Barbour that the Vinegar Hill Site be designa~.ed as the number on~ <br />site, died for lack of a second. A motion by Mr. Brunton, second, <br />by Mr. Gatewood that the Midway Site be designated number one, wa~ <br />adopted by the following recorded vote.
