Approval of minutes <br /> <br />The~minutes of the meetings of November 7th and November <br /> <br />30'2 <br /> <br /> Consideration re: <br /> Appropriation - <br /> $8,267.50 - <br /> Social Services <br /> Coordinatoz for <br /> six months <br /> <br /> Resolution 'e: <br /> Bingo Permit - <br /> Temple Beth <br /> Israel <br /> <br />Resolution ~'e: <br />Criminal Justice <br />Advisory Cozmcil <br /> <br />14th were approved as amended. The minutes of the meeting, of <br />November 10th were deferred until the next meeting. <br /> <br /> On motion by Mr. Barbour, seconded by Mr. Fife the following <br />resolution was offered and carried over to the next meeting for <br />consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of":Charlottesville <br />that there is hereby appropriated from the Grants Fund to expenditure <br />account 11-91053 the sum of $8,267.50 or as much thereof as may be <br />necessary for the employment of the Social Services Coordinator <br />and related expenses through june 30, 1978; provided that such <br />appropriation shall be contingent upon the receipt of revenue in a <br />like amount by the Grants Fund from federal "anti-recession" funds <br />allocated to the City under Title II of the Public Works Employment <br />Act of 1976; and provided further that the expenditure of such sum <br />shall in all cases conform to applicable laws and regulations <br />governing such funds. <br /> <br /> On motion by Mr. Fife, seconded by Mr. Brunton the following <br />resolution was unanimously adopted. <br /> <br /> WHEREAS, the Temple Beth Israel has duly applied for a <br />permit to conduct bingo parties in compliance with ~7-19 of the Code <br />of the City of Charlottesville, 1976, as amended; a <br /> <br /> WHEREAS, it has been determined that the Temple Beth <br />Israel meet the qualifications as outlined in ~17-19; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Charlottesville that a permit be granted to the Temple <br />Beth Israel to conduct bingo parties in accordance with all the <br />provisions of §17-19 of the Code of the City of Charlottesville <br />for a period of one year from the date of this resolution; and <br /> <br /> BE IT FURTHER RESOLVED that the Clerk of the Council be <br />directed to send a copy of this resolution to the Board of Temple <br />Beth Israel. <br /> <br /> A communication was presented from the Thomas Jefferson <br />Planning District Commission Criminal Justice Planner, stating <br />that he had received a request from the Virginia Council on <br /> <br />Criminal Justice requesting that any funds not used by the end <br /> <br />of December be returned. The communication stated that if this is <br /> <br />done the Criminal Justice Advisory Council will lose approximately <br />$26,000 in funds. Therefore, they are asking the members of the <br />Planning District to support their efforts to hold on to this <br /> <br />money. Mrs. O'Brien and Mr. Gatewood asked whether this was not similar <br /> <br />to the City's policy, mecently adopted, of requiring the School <br />Board to return funds unused at the end of the fiscal year. On <br />motion by Mr. Fife, seconded by Mr. Barbour the following resolution <br />was adopted by the following vote. Ayes: Mr. Barbour, Mr. Brunton, <br />and Mr. Fife. Noes: Mr. Gatewood and Mrs. O'Brien. <br /> <br /> WHEREAS, funds are allocated to Planning Distkicts by <br />the Council on Criminal Justice for the use of localities in the <br />improvement of local criminal justice system components and agencies, <br />in the form of target allocations, based upon the population size and <br />crime rates within the Planning Districts; and <br /> <br /> WHEREAS, such funds are not, in every case, expended <br />within the budgetary period for which they were allocated; and <br />therefore become accrued funds in the care and control of the <br />Division of Justice and Crime Prevention; and <br /> <br /> WHEREAS, the Division of-Justice and Crime Prevention <br />and the Council on Criminal Justice reallocate these accrued funds <br />in a manner which disregards the original funds distributed <br />formual for target allocations; <br /> <br /> <br />
