Absent: None. <br /> <br /> The minutes of the meeting of December 19, 1977 were approved <br /> as presented. ~ <br /> <br /> On motion by Mr. Barbour, Mr~ Emmett Fortune was appointed <br /> to the Piedmont Virginia Community College Board, by unanimous <br /> vote. <br /> <br /> On motion by Mr. Gatewood, Mr. Tom Leitch was appointed to <br /> the Piedmont Virginia Community College Board, by unanimous vote. <br /> <br />On motion by Mrs. O'Brien, Mr. K. Edward Lay, Mr. John B. <br />~Farmer and Mrs. Lloyd Smith were reappointed to the Architectural <br /> <br /> Review Boar.d, by unanimous vote. <br /> <br /> On motion by Mrs. O'Brien, Mr. Francis Fife was reappointed <br /> to the Area Manpower Planning Commission, by unanimous vote. <br /> <br /> On motion by Mrs. O'Brien, Mrs. John Snook was reappointed <br /> <br /> to the Housing Board of Adjustments and Appeals, by unanimous <br /> vote. <br /> <br /> On motion by Mrs. O'Brien, Mr. James Hicks was appointed <br /> <br /> to the Social Development Commission, by unanimous vote. <br /> <br /> Rev. William Smith, former. Chairman of the Social Development <br />Commission, addressed the Council and presented a Race Relations <br />Study made by the commission. He stated that the commission <br />has been engaged for more than three years on a long range <br />study of race relations in Charlottesville. He stated that the <br />first area of study was employment practices and problems and <br />presented a number of recommendations to Council in this area. <br />The next study was the influence of public schools in race <br />relations and last fall a number of recommendations were made <br />to the School Board. The next study was of race relations as <br />they are influenced by the Charlottesville Police Department. <br />The report recommended that the Council and City Manager urge <br />the Chief of Police to pursue vigorous and on going affirmative <br /> <br />action in seeking black police recruits and that the Council <br /> e <br />and City Manager affirm the value of r cruiting officers from <br /> <br />the City of Charlottesville who know i~:s people and problems <br /> <br />better than others. In conclusion the <br />maintain its concern in community race <br />interviewing the Chief of Police and rE <br /> <br />con~issions expects to <br />relations and shall be <br />turning to Council with- <br /> <br />in a year to seek a progress report on these recommendations. <br /> <br />The~ ~:i~y i~'~ger'~ ahd 'Re~.
