WHEREAS, this Council has by resolution previously <br />adopted, authorizing the City Manager to file a preapplication <br />for a Small Cities Grant and Neighborhood Strategy Area designation <br />for the Starr Hill Neighborhood; and <br /> <br /> WHEREAS, a task force consisting of residents and owners <br />of properties and businesses in the Starr Hill Neighborhood has <br />recor~ended to Council that the City proceed with the application; <br />and <br /> <br />36'7.: <br /> <br /> WHEREAS, the proposed applications have been the <br />subject of a public hearing for this Council on this 1st day of <br />May, 1978; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville <br />that the Starr Hill Neighborhood be made the subject of an <br />application to the United States Department of Housing and Urban <br />Development for designation as a Neighborhood Strategy Area <br />and approval of a Small Cities/Community Development ~lock Grant, <br />the boundaries of such neighbOrhood to be shown on a map attached <br />to this resolution and filed therewith in the minutes of the <br />COuncil meeting at which this resolution is adopted; and be it <br />further <br /> <br /> RESOLVED that the City Manager be authorized to take <br />all necessary steps to apply for such Neighborhood Strategy Area <br />designation and for authority to utilize· special procedures within <br />such designated area under the Section 8 Housing Assistance <br />Programfor substantial rehabilitation; and be it further <br /> <br /> RESOLVED that the.City Manager also be authorized to <br />take all actions necessary to make application for a three year <br />comprehensive Small Cities Grant under the Community Development <br />Block Grant Program in the amount of $1,160,000 to be expended <br />within such neighborhood boundaries for the purposes and in the <br />amount hereinafter set forth. <br /> <br />PROJECT <br /> <br />Housing Bank Program for buying <br />deteriorated rental properties, <br />rehabilitating and selling back <br />to low to modertate zncome families <br />for ~home ownership. <br /> <br />Housing Rehabilitation Program for <br />rehabilitation of substandard housing <br />including painting of all structures. <br /> <br />Street and Sidewalk Improvements: · <br />(a) Brown Street widening from 6th <br /> to 7~ Streets <br />(b) Improvements to Cream Street <br />(c) Improvement to 7th Street (between <br /> Main and Elsom). <br />(d) Improvement of Elson <br />(e) Improvement to intersection of <br /> 6th and Brown Streets <br />(f) Sidewalk improvement on both <br /> sides of W.
