Special meeting <br /> <br /> The Council met ~-s~ecial session on this date with the <br />following members present: Mr. Barbour, Mr. Brunton, Mr. Fife, <br /> <br />375 <br /> <br />Mr. Gatewood and Mrs. O'Brien. Absent: None. <br /> <br />Appointment re: <br />Rivanna Water & Sewer <br />Authority Board <br /> <br /> On motion by Mr. Brunton, Dir. Laurence Quarles was reappointed <br />to the Rivanna Water and Sewer Authority Board, by unanimous <br />vote. <br /> <br />Appointment re: <br />Retirement Plan <br />Commission <br /> <br />Resolution re: <br />Authorizing the <br />Mayor to offer <br />the Midway School <br />Site for Sale <br /> <br />On motion by Mr. Fife, Mrs. Aleida Waddell was appointed <br /> <br />to the Retirement Plan Commission, by unanimous vote. <br /> <br /> On motion by Mr. Brunton, seconded by Mr. Gatewood the <br />following resolution was unanimously adopted. <br /> <br /> WHEREAS, th£s Council has previously offered the <br />property at the intersection of Ridge and Main Streets known <br />as the Mzdway School Site for sale to MeSsrs. Miller and <br />Steingold of NOrfolk, Virginia for construction of a high- <br />rise apartment building for the elderly; and <br /> <br /> WHEREAS, that offer has been rejected as the result <br />of the inability of the offerees to obtain HUD financing <br />for such project whiCh financing is currently available only <br />for non-profit organizations eligible under the Section 202 <br />Financing Program; and <br /> <br /> WHEREAS, the Charlottesville Housing Foundation has <br />indicated to the Council an interest in attempting to qualify <br />for such finacing and to construct such high-rise for the <br />elderly on the Midway' School Site; now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville <br />that the City Manager is hereby authorized and directed to <br />offer the Midway School Site to the Charlottesville Housing <br />Foundation for a purchase price of $275,000 and to make such <br />offer contingent upon the Foundation'.s agreement to use <br />the property for construction of a high-rise apartment <br />building for the elderly containing not more than 120 <br />dwelling units, and further to make such offer contingent <br />upon ~he approval by the City Council of the design for such <br />apartment building before closing the sale of such property. <br /> <br />Executive Session <br /> <br />A motion by Mr. Fife, seconded by Mr. Barbour that Council <br /> <br />meet in executive session to disCuss a matter exempted by <br /> <br />Section 2.1-344(a)(1) and Section 2.1-344(a)(2) of the Virginia <br /> <br />Freedom of Information Act, was adopted by the following <br /> <br />recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, <br /> <br />Mr. Gatewood and Mrs. O'Brien. Absent: None. <br />Approval of minutes The minutes of the meetings of May 1st and May 8th were <br /> approved as presented. <br /> <br />Public Hearing re: A public hearing was held on this date on the proposed <br />Downtown Mall Special <br />Assessments & ResolutionDown~own Mall Special Assessments. The City Manager advised <br /> <br /> the Council that this public hearing is required under the <br /> special assessment law in order to give persons affected by <br /> the special assessment an opportunity to be heard regarding <br /> the project. He stated it is not a public hearing to set the <br /> special assessment at this time, but to decide if Council wishes <br /> <br /> <br />
