Appropriation re: <br />$300.00 - Citizen's <br />Task Force on Abused <br />Women <br /> <br />Presentation re: <br />Charlottesville Bicycle <br />Club <br /> <br />Staff Report re: Space <br />Needs in City Offices <br /> <br /> PoliCe Department domestic disturbance information. She stated <br /> the information is needed by the task~force in the preparation of <br /> a funding proposal to assist battered women and to assist in the <br /> planning of alternatives for the prevention and treatment of <br /> family violence. On motion by Mr, Fife, seconded by Mr. Brunton <br /> the following resolution was adopted by the following recorded <br /> vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood <br /> and Mrs. O'Brien. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville,that the sum of $300.00 is hereby appropriated <br /> from the unappropriated balance of the General Fund to <br /> expenditure account 01-92340 for use by the Citizen's Task <br /> FOrce on Abused Women for data processing expenses. <br /> <br /> Mr. Roger O'Dell of the Charlottesville Bicycle Club <br /> addressed the Council and requested the Council to resume <br /> implementation of the Comprehensive Bicycle Plan for <br /> Charlottesville by: 1. Making a commitment to construct <br /> <br /> Rugby Road Bicycle Lanes; 2. Applying for matching funds from <br /> the Virginia Bureau of Outdoor Recreation for the construction <br /> of recreational bicycle trails; 3. Establishing a policy <br /> to raise or replace grates in the road when resurfacing or <br /> repaying city streets; 4. Directing the staff to mark <br /> bicycle lanes on designated streets by painting lines on the <br /> road where,.the width of the right hand lane already exceeds the <br /> minimum design standard width for a traffic lane; and 5. <br /> Making a commitment to appropriate $50,000 in each years <br /> budget for the design, construction and maintenance of bicycle <br /> facilities. Mr. O'Dell offered the services of the members <br /> of the club to serve in an advisory capacifiy on any or all bicycle <br /> related projects which the city undertakes. <br /> <br /> The City Manager presented a report on the space needs due <br />to staff and program changes in the areas of housing and economic <br />development. He stated that we are now maximizing the use of the <br />existing space in City Hall and the Michie Annex and also have <br />encountered space problems at the Public Works Complex and Pen <br />Park. He stated that the addition of the Commonwealth's Attorney <br />to City. Hall required considerable shuffling of other office,~ <br />space and we are bing forced to begin the process of moving <br />programs out of the City Hall Complex which makes coodination <br />of City programs more difficult. He stated that in November <br />1977 the State Welfare Board adopted new standards for office <br />space occupied by the local Social Services Department which <br />will require that the City furnish more space for that <br />department. He stated that the City Parking Garage offers an <br />opportunity to consolidate all development activities in one <br />physical location while at the same time freeing room to <br />sole Social Services Department problems. He recommended that <br />space be leased in the parking garage to house the Housing <br />Authority, Inspections, Community Development and Economic <br />Development. Action on this matter was deferred until the <br />Council can make an on site inspection of City operations. <br /> <br />392 <br /> <br /> <br />
