430, <br /> <br />Regular meeting <br /> <br />Executive Session <br /> <br />Approval of minute~ <br /> <br />Public Hearing re: <br />Priorities on Storn <br />Drainage and Street <br /> <br />Projects <br /> <br />COUNCIL CHAMBER - MONDAY, SEPTEMBER 25, 1978 <br /> <br /> The Council met in regular session on this date with the <br />following members present: Mr. Albro, Mr. Br.unton, Mr. Buck, <br />Mr. Gatewood and Mrs. O'Brien. Absent: None. <br /> <br /> A motion by Mr. Albro, seconded by Mrs. O'Brien that <br />Council meet in executive session to discuss a matter exempted <br />by Section 2.1-344(a)(1) of the Virginia Freedom of Information <br />Act, was adopted by the following recorded vote. Ayes: Mr. <br /> <br />Albro, Mr. Brunton and Mrs. O'Brien. Noes: None. Mr. Buck <br /> <br />and Mr. Gatewodd were absent at this time. <br /> <br /> The executive session was dispensed with and regular <br />session resumed at 7:30 p.m. <br /> <br /> The minutes of the meetings of September 5th, September <br />llt~ and September 14th were approved as amended. <br /> <br /> A public hearing was held on this date on priority <br />rankings of proposed storm drainage and street improvement <br />projects. Mr. Bob Stripling addressed the Council and <br />briefly outlined the method used by the staff in setting <br />these priorities. He stated that in ranking both street <br />and strom drainage improvements primary consideration was <br />given to the affect on health and safety with only secondary <br />consideration to cost. He stated in some cases the need <br />was so significant that cost did not affect the final <br />ranking, but in order to stay within the 350,000 limit <br />set by City Council and to provide a badly needed service <br />to as many residents as possible, some adjustments were <br />made based on cost. He stated that only Whose streets <br />which are open to traffic and have at least! one structure <br />being served by the street were considere~ for ranking. He <br />recommended that improvements to Rothery ~oad, St. Charles <br />Avenue, Rialto Street and Cabell Avenue be! undertaken this <br />year. He stated that the cost of improviiLg these streets <br /> <br />exceeds the $50,000 limit, but believes ti <br />savings through the use of some city engiz <br />construction crews can be provided to sta' <br />constraints. He recommended that Augusta <br />Street and Ivy Road were the top priority <br />to be undertaken this year. A number <br />of people addressed the Council in support of the staff's. <br />recommendations for improvement~ to St. Charles Avenue and <br />Rialto Street and the storm dra%nage projects for Augusta <br />and Amherst Streets.
