466 <br /> <br />Regular meeting <br /> <br />Executive session <br /> <br />Approval of minutes <br /> <br />Matters by the public: <br />Mrs. Ann Hobson - Green- <br />brier Neighborhood <br />Association re: <br />Bike Paths <br /> <br />Appointment re: Highway <br />Safety Commission <br /> <br />Request re: Regional <br />Library Board <br /> <br /> COUNCIL CHAMBER - MONDAY, DECEMBER 18, 1978 <br /> <br /> The Council met in regular session on this date with the <br /> <br />following members present: Mr. Albro, Mr. Buick, Mr. Gatewood and <br /> <br />Mrs. O'Brien. Absent: Mr. Brunton. <br /> <br /> A motion by Mrs. O'Brien, seconded, by Mr. Albro that Council <br /> <br />meet in executive session to discuss a matter exempted by Section <br />2.1-344(a) (1) of the Virginia Freedom of Information Act was <br />adopted by the following recorded vote. Ayes: Mr. Albro, Mr. <br />Buck, Mr. Gatewood and Mrs. O'Brien. Absent: Mr. B~unton <br /> <br /> The executive session was dispensed with and regular session <br />,resumed at 7:30 p.m.. <br /> <br /> The minutes of the meeting of December 4, 1978 were approved <br /> <br /> as presented. <br /> <br /> Mrs. Ann Hobson, President of the Greenbrier Neighborhood <br />Association addressed the Council and requested that the City <br />construct the portions of the 1976 Bicycle Plan designated as <br />priority number two which follow Meadow Creek through Greenbrier <br />Park, cross Greenbrier Park from Jamestown Drive through to <br />Greenbrier School and follow the creek from Greenbrier Drive <br />parallel to Brandywine Drive to Hydraulic Road. She requested <br />that Council have a feasibility study done for construction of <br />these paths. She stated that the association would like to <br />offer any assistance that they maybe able to give. Mrs. <br />O'Brien asked if there were cost estimates on these paths <br />and the City Manager stated that the preliminary estimates <br />were 40 to 50 thousand dollars non including cost Of land <br />acquisition,' if any. The staff was requested to work with the <br />Neighborhood Assocation in working up an estimate of the cost <br />of part of the bike path. <br /> <br /> On motion by Mr. Albro, Mr. George Habel was appointed to <br /> <br /> the Highway Safety Commission, by unanimous vote. <br /> <br /> A communication .was presented from the Jefferson-Madison <br /> <br />Regional Library Director stating that in preparing for the <br />use of federal funds for the current fiscal year it was assumed <br />that there would be an early resumption of the use of a <br />professional librarian for the Joint Security Complex service <br />following the departure of the then incumbent. It stated she <br />was replaced temporarily at first by a non-professional part- <br />time worker who has proven so satisfactory that this arrange- <br />ment will be continued indefinitely. It stated that this will <br />release $3,000 Of the federal funds which had been designated <br />foC this salary and the board wishes to use this money to <br />develop a conference/travel budget which would enable library <br />staff members to attend professional conferences and to <br />purchase some furniture and equipment for the administration <br />offices. It stated further that the board is unclear whether <br />the approval of the jurisdictions is needed for a shift in the <br />use of fUnds or an expression by the jurisdictions that this <br />'approval is not necessary. A communication was presented from <br />the Albemarle County Board of Supervisors stating that the Board <br /> <br /> <br />
