Executive Session <br /> <br /> 475 <br /> <br /> WHEREAS, the elevation of Judge Zehler to the <br />circuit court would be of great value to the administration <br />of justice in the 16th Judicial Circuit; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of <br />the City of Charlottesville that the Council endorse and <br />support the candidacy of Ralph P. Zehler, Jr. to be a <br />circuit court judge; and be it further <br /> <br /> RESOLVED, that the Clerk of the Council be directed <br />to send certified copies of this resolution to the chair~ <br />men of the connnittees on Courts of Justice of the Senate <br />and House of Delegates of Virginia and to the members of <br />the General Assembly of Virginia representing Charlottesville. <br /> <br />A motion by Mr. Albro, seconded by Mr. Gatewood that <br /> <br />Council meet in executive session to discuss a matter exempted <br /> <br />by Section 2.1-344(a)(1) of the Virginia Freedom of Information <br /> <br />Act, was adopted by the following recorded vote. Ayes: Mr. <br /> <br />Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brien. <br /> <br />Noes: None. <br /> <br />On motion the meeting adjourned. <br /> <br />RAMADA INN - MONDAY, JANUARY 15, 1979 <br /> <br />Special meeting with <br />Albemarle County <br />Board of Supervisors <br /> <br />Resolution re: <br />Support for the <br />Joint Security Complex <br /> <br />The Council met in special joint session with the Albemarle <br /> <br />County Board of Supervisors on this date with the following <br /> <br />members present: Mr~ Albro, Mr. Brunton, Mr. Buck, Mr. <br /> <br />Gatewood an-d Mrs. O'Brien. Absent: None. <br /> <br />A motion by Mrs. O'Brien, seconded by Mr. Albro that <br /> <br />unanimous consent be given to the consideration of any <br /> <br />matters which come before this meetint was adopted by <br /> <br />the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, <br /> <br />Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br />On motion by Mrs. O'Brien, seconded by Mr. Albro the <br /> <br />following resolution was unanimously adopted. <br /> <br /> WHEREAS, an amendment to Section 53.168 of the <br />Code of Virginia, to be effective July 1, 1979, casts doubt <br />upon the legislative authority for the continued operation <br />of the Charlottesville-Albemarle Joint Security Complex as <br />a regional jail pursuant to Chapter 7.1 (§53-206.1 et seq.) <br />to Title 53 of the Code of Virginia; and <br /> <br /> WHEREAS, such regional jail operation has, since <br />its inception in 1974, proven to be an effective and <br />efficient method of operating such jail facility which <br />is owned jointly by the City of Charlottesville and County <br />of Albemarle; and <br /> <br /> WHEREAS, such method of operation enjoys the cooperation <br />and continued support of the elected sheriffs of both <br />our jurisdictions, now, therefore, be it concurrently <br /> <br /> RESOLVED by the Council of the City of Charlottes- <br />ville and Board of Supervisors of Albemarle County that the <br />General Assembly of Virginia is requested further to <br />amend Section 53~168 of the Code of Virginia to preserve <br />the authority of cities and counties jointly to operate <br />regional jail facilities under the existing legislative <br />authority and administrative structure established in <br />Chapter 7.1 (~53-206.1 et seq.) of Title 53 of tme Code <br />of V~.~ginia; and be it further <br /> <br /> RESOLVED that our representatives in the General <br />Assembly be requested to sponsor and support such <br />legislation. <br /> <br />It was agreed that Sheriff George Bailey and Sheriff Raymond <br /> <br /> <br />
