MOUNT~ MR. RENNOLDS~ MR, RINEHART AND MR, VOGT. <br /> DR. F, CLYDE HELMS GAVE THE INVOCATION. <br /> <br /> THE MINUTES OF THE MEETING OF JULY 15~ 1968 WERE READ AND APPROVED. <br /> <br /> A PUBLIC HEARING WAS HELD ON THIS RATE ON A REQUEST :TO REZONE 117 APPLE TREE <br />ROAD FROM ~-2 RESIDENTIAL TO R-3 MULTIPLE DWELLING, A REPORT WAS PRESENTED FROM <br />THE PLANNING COMMISSION RECOMMENDING THAT THE REQOEST BE DENIED BECAUSE IT COULD <br />BE CONSIDERED SPOT ZONING~ AND REZONING COULD RESULT IN DETERIORATION OF THE <br /> <br />NEIGHBORHOOD. MRS. DEARBORN ADDRESSED THE COUNCIL IN SUPPORT OF THE PETITION, ON <br /> <br />MOTION BY MR. MOUNT~ SECONDED BY MR, VOGT, THE RECOMMENDATION OF THE PLANNING <br />COMMISSION WAS UNANIMOUSLY ADOPTED, <br /> THE MAYOR NOTED THAT THE MEETING WAS NOT BEING BROADCAST~ AND REQUESTED <br /> <br />MR. RINEHART AND MR, HAGGERTY TO INVESTIGATE THE MATTER AND ASCERTAIN WHAT MIGHT <br /> <br />BE DONE IN THE FUTURE. <br /> <br /> MR, WM. A, MCCARTHY, EXECUTIVE DIRECTOR OF THE HOLY COMFORTER NON-PROFIT <br /> <br />Low COST HOUSING CORP. ADDRESSED THE COUNCIL AND REQUESTED SOME RELIEF FROM THE <br />REQUIREMENTS OF THE OFF STREET PARKING ORDINANCE FOR A PROPOSED HOUSING PROJECT <br />AT CONCORD AVENUE AND FORREST STREET. THIS MATTER WAS REFERRED TO THE PLANNING <br />COMMISSION FOR RECOMMENDATION. <br /> <br /> MR, CLIFTON MCCLURE ADDRESSED THE COUNCIL ON BEHALF OF THE DEVELOPERS OF <br /> <br />Rio PARK SUBDIVlSION~ AND REQUESTED AN EXCEPTION TO THE USUAL REQUIREMENTS FOR <br />THE GRANTING OF UTILITIES TO SUBDIVISIONS OUTSIDE THE CITY LIMITS. THE EXCEPTION <br />RELATED PRIMARILY TO THE FACT THAT THE ACCESS LEADING TO THE SUBDIVISION DOES NOT, <br /> <br />AT PRESENT~ MEET MINIMUM REQUIREMENTS FOR ACCEPTANCE BY THE STATE HIGHWAY DEPARTMENT, <br />A MOTION BY MR, MOUNT~ SECONDED BY MR. HAGGERTY~ THAT THE REQUEST FOR EXCEPTION BE <br />GRANTED AT THE TIME THE PLAT IS APPROVED BY BOTH THE CITY AND COUNTY PLANNING <br />COMMISSIONS WAS UNANIMOUSLY ADOPTED. <br /> <br /> AN ORDINANCE ENTITLED "AN ORDINANCE AMENDING AND REENACTING CHAPTER 19 OF THE <br /> <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1965~ BY THE ADDITION THERETO OF A NEW SECTION <br /> <br />ENTITLED 'EXPOSING MINORS TO HARMFUL MATERIALS'" WAS OFFERED BY MR. VOgT~ SECONDED <br />BY MR. VOGT~ <br />SECONDED BY MR, RINEHART~ AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION. <br />SEVERAL PEOPLE ADDRESSED THE COUNCIL IN SUPPORT OR OPPOSITION TO THESE ORDINANCES, <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE FUNERAL HOMES ADVISING THE COUNCIL <br /> ON 11-1-68. <br />THAT THEY-WILL DISCONTINUE AMBULANCE SERVICE IN THE CITy/ A MOTION BY MR. MOUNT~ <br /> <br />SECONDED BY MR, HAGGERTY~ THAT THE MAYOR APPOINT A COMMITTEE TO INVESTIGATE <br /> <br />POSSIBLE SOURCES OF SERVICE AND REPORT WAS UNANIMOUSLY ADOPTED. <br /> <br /> ORDINANCES AMENDING SECTIONS 22,1-58~ 22.1-74~ 22,1-75 AND 22.1-78 OF THE <br />PLUMBING CODE RELATING TO COMPRESSION GASKETS FOR OUTSIDE SEWERS AND NO-HUB <br />JOINTS FOR ABOVE GROUND PIPING WITHIN BUILDINGS~ WERE OFFERED BY MR. HAGGERTY~ <br />SECONDED BY MR, MOUNT~ AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION. <br /> <br /> A REQUEST WAS PRESENTED FROM THE OWNER OF MICHIE TAVERN MUSEUM REQUESTING <br /> <br />THAT THE MUSEUM BE PLACED ON THE CtTY~S DIRECTIONAL SIGNS.
