OFFERING <br /> <br /> TO PURCHASE THE CITY OWNED PROPERTY ON JOHN STREET. THE CITY MANAGER RECOMMENDED <br /> AGAINST THE SALE OF THIS PROPERTY. ON MOTION BY MR. VAN.'YAHRES, SECONDED BY MR. <br /> RINEHART7 THE FOREGOING RECOMMENDATION WAS UNANIMOUSLY ADOPTED. <br /> <br /> MISS CATHERINE CHAMBERS, SUPERINTENDENT OF THE WELFARE DEPARTMENT, ADDRESSED <br /> <br /> THE COUNCIL AND EXPLAINED THE FOOD STAMP PROGRAM AUTHORIZED BY THE FOOD STAMP ACT <br /> OF 1964. MiSS CHAMBERS EXPLAINED THAT IN VIRGINIA THIS PROGRAM IS ADMINISTERED BY <br /> THE LOCAL WELFARE DEPARTMENT UNDER THE SUPERVISION OF THE STATE WELFARE DEPARTMENT~ <br /> AND IS DESIGNED TO INCREASE THE FOOD PURCHASING POWER OF LOW INCOME FAMILIES.' <br /> ADMINISTRATIVE COSTS ARE ON A MATCHING BASIS, LOCAL 40~ AND STATE 60~, AND THE <br /> ESTIMATED COST TO THE CITY WOULD BE APPROXIMATELY ~5,000.00 ANNUALLY. SHE STATED <br /> IT IS ESTIMATED THAT AT LEAST 500 HOUSEHOLDS WOULD BE ELIGIBLE TO PARTICIPATE. <br /> <br /> MR. BOWEN, CITY MANAGER AND DIRECTOR OF THE PUBLIC WELFARE DEPARTMENT~ RECOMMENDED <br />THAT THE PROGRAM BE APPROVED FOR THE CITY AND THAT THE STATE WELFARE DEPARTMENT BE <br />REQUESTED TO APPROVE THE PROGRAM FOR THE CITY. DEPARTMENT OF AGRICULTURE <br /> BE AND THEY ARE HEREBY REQUESTED TO APPROVE THE FOOD STAMP PROGRAM FOR THE <br /> CITY OF CHARLOTTESVILLE., AND THAT THE PROGRAM BE PUT INTO EFFECT dUST AS <br /> SOON AS POSSIBLE. <br /> <br /> AN ORDINANCE ENTITLED "AN ORDINANCE RELATED TO ACQUISITION OF A PERMIT FOR <br /> <br />AN AMBULANCE SERVICE WITHIN THE CITY", WAS OFFERED BY MR. DAVIS~ SECONDED BY MR. <br />WRIGHT~ AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION. <br /> <br /> THE PROPOSED CONTRACT AND PERMIT~ FOR THE OPERATION OF AN AMBULANCE SERVICE~ <br /> <br />AS DRAFTED BY THE CITY ATTORNEY WAS READ AND EXPLAINED. AFTER DISCUSSION, COUNCIL <br />APPROVED THE CONTRACT AS TO FORM AND CONTENT, AND INSTRUCTED THE CLERK TO ADVERTISE <br />FOR BIDS TO BE OPENED AT A SPECIAL MEETING ON NOVEMBER 11, 1968 AT 2:00 P. M. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE CITY SERGEANT REQUESTING THAT THE CITY <br />FURNISH UNIFORMS FOR HIM AND HIS DEPUTIES AND AN AUTOMOBILE EQUIPPED WITH TWO-WAY <br />RADIO. THE CiTY MANAGER REMINDED THE COUNCIL THAT THE STATE SHARES IN THE SALARIES <br />FOR THIS DEPARTMENT, BUT WILL NOT PARTICIPATE IN THE COST OF UNIFORMS AND WILL NOT <br />PARTICIPATE iN THE ORIGINAL COST OF AN AUTOMOBILE. A MOTION BY MR. WRIGHT, SECONDED <br />BY MR. DAVIS THAT THE REQUESTS BE GRANTED WAS CARRIED OVER TO THE NEXT MEETING FOR <br />CONSIDERATION. THE MAYOR APPOINTED A COMMITTEE COMPOSED OF MR. WRIGHT, MR.
