6¸0 <br /> <br />STATEMENT RE: Hous I NG <br />SHORTAGE <br /> <br />MATTER RE: FEDERAL RENT <br />SUPPLEMENT PROGRAM <br /> <br />RESOLUTION APPROVING <br />FEDERAL RENT SUPPLEMENT <br />PROGRAM <br /> <br />THE ELECTORAL BOARD TO DISCUSS THE MATTER, <br /> <br /> MR. JOHN LOWE~ REPRESENTING ST. PAUL~S HOUSING TASK FORCE~ PRESENTED <br /> <br />ADDITIONAL PROPOSALS FOR COUNCILS CONSIDERATION. THE FOLLOWING STATEMENT <br /> <br />WAS PRESENTED AND ORDERED SPREAD IN THE MINUTES: <br /> <br /> THE COUNCIL OF THE CITY OF CHARLOTTESVILLE IS COGNIZANT OF THE FACT <br /> <br />THAT THERE IS AN URGENT NEED TO ALLEVIATE A SEROUS HOUSING SHORTAGE~ <br />ESPECIALLY IN LOW COST HOUSING. THIS NEED EXISTS THROUGHOUT THE NATION <br />AND CHARLOTTESVILLE S NO EXCEPTION. <br /> <br /> WE RECOGNIZE THAT RESOLUTIONS OF THEMSELVES~ NO MATTER HOW WELL <br /> <br />INTENDED~ ACCOMPLISH LITTLE, WE BELIEVE THAT A STATEMENT OF FACT AND <br />INTENTION WILL BEST SERVE THE iNTERESTS OF ALL THOSE WHO ARE CONCERNED <br />WITH THIS PROBLEM. <br /> <br /> COUNCIL HAS TAKEN STEPS TO INVESTIGATE THE FEAS BILITY OF EMPLOYING <br />PROFESSIONAL HELP TO ASSIST IN DETERMINING POSSIBLE COURSES OF FUTURE <br />ACTION AND HAS ALREADY ENGAGED AN EMPLOYEE OF THE CITY HEALTH DEPARTMENT <br />TO ASSIST IN DEALING WITH THE IMMEDIATE PROBLEMS RELATIVE TO THOSE WHO <br />MAY BE EVICTED FROM CERTAIN SUBSTANDARD HOUSING. ~T IS THE DESIRE OF <br />COUNCIL TO GIVE SERIOUS CONSIDERATION TO ESTABLISHMENT OR ENLARGEMENT OF <br />A GOVERNMENTAL AGENCY WHICH CAN DEAL WITH THE TOTAL HOUSING NEEDS OF THE <br />COMMUNITY ON A PERMANENT BASIS~ REALIZING THAT ADEQUATE HOUSING IS ESSENTIAL <br />TO A HEALTY COMMUNITY. <br /> <br /> WE REALIZE THAT OUR PROBLEMS CANNOT BE RESOLVED WITHOUT A POSITIVE <br /> <br />EFFORT ON THE PART OF EVERY INDIVIDUAL} GROUP AND ENTITY~ BOTH PRIVATE AND <br />PUBL C~ WITHIN AND WITHOUT THE ¢OMMUNITY~ TO MAKE EVERY EFFORT TO NCREASE <br />THE AVAILABILITY OF HOUSING AND TO UPGRADE THE QUALITY OF SUCH HOUSING. TO <br />THIS E~D COUNCIL URGES THE COMMUNITY TO TAKE A STAND AND TO MAKE A RENEWED <br />EFFORT. WITH A DEMONSTRATION Of FAITH AND MUTUAL TRUST COMBINED WITH AN <br />APPRECIATION FOR THE LIMITATIONS UNDER WHICH ALL PARTIES LABOR~ THERE IS <br />EVERY REASON TO BELIEVE THAT SOLUTIONS WILL BE FORTHCOMING. COUNCIL IS <br />PREPARED TO RECOGNIZE REASONABLE LEADERSHIP FROM ANY SOURCE AND TO IMPLEMENT <br />ANY ACTION THAT FALLS WITHIN THE SCOPE OF ITS AUTHORITY. <br /> <br /> MR, BARRY MARSHALL AND MR, LEWIS MARTIN ATTORNEYS FOR THE TAXI COMPANIES~ <br /> PRESENTED A REQUEST FOR A RATE INCREASE. THIS MATTER WAS REFERRED TO A COMMITTEE <br /> COMPOSED OF MR, VAN YAHRES~ MR, RINEHART AND MR, GOULDMAN FOR RECOMMENDATION. <br /> <br /> A COMMUNICATION WAS PRESENTED REQUESTING THE ADOPTION OF A RESOLUTION <br />APPROVING A FEDERAL RENT SUPPLEMENT PROGRAM TO BE INITIATED IN THE CITY. MAYOR <br />g. J. DENNEY OF AMHERST~ VIRGINIA ADDRESSED THE COUNCIL AND EXPLAINED THE <br />PROPOSED APARTMENT PROJECT HE PLANS TO CONSTRUCT FOR LOWER INCOME FAMILIES. ON <br />MOTION BY MR, VAN YAHRES~ SECONDED BY MR. RINEHART~ THE FOLLOWING RESOLUTION WAS <br />UNANIMOUSLY ADOPTED: <br /> <br /> RESOLUTION APPROVING PARTICIPATION BY LOCAL HOUSING OWNERS <br /> IN THE FEDERAL RENT SUPPLEMENT PROGRAM <br /> <br /> WHEREAS, UNDER THE PROVISIONS OF SECTION 101 Of THE HOUSING AND URBAN <br />DEVELOPMENT ACT Of 1965~ THE SECRETARY OF HOUSING AND URBAN DEVELOPMENT IS <br />AUTHORIZED TO ENTER INTO CONTRACTS TO MAKE RENT SUPPLEMENT PAYMENTS TO CERTAIN <br />QUALIFIED HOUSING OWNERS ON BEHAL~ OF QUALIFIED LOW-INCOME FAMILIES WHO ARE <br />ELDERLY~ HANDICAPPED~ DISPLACED~ VlCT1MS OF NATURAL DISASTER~ OR OCCUPANTS OF <br />SUBSTANDARD HOUSING; AND~ <br /> <br /> WHEREAS~ THE PROVISIONS OF SAID SECTION 40t CANNOT BE MADE AVAILABLE <br /> TO HOUSING OWNERS IN CERTAIN LOCALITIES UNLESS THE GOVERNING BODY OF THE LOCALITY <br /> <br /> <br />
