DAVIS~ MR. RINEHART, MR. VAN YAHRES~ MR. VOGT AND MR. WRIGHT. ABSENT: NONE. <br /> <br /> REV. CLAUDE REED~ JR.~ PASTOR OF ALDERSGATE METHODIST CHURCH~ GAVE THE INVOCATION. <br /> THE MINUTES OF THE MEETING OF OCTOBER 20~ 1969 WERE READ AND APPROVED. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE SUPERINTENDENT OF THE WELFARE DEPARTMENT <br />ADVISING THAT SOME RECIPIENTS OF AID TO DEPENDENT CHILDREN HAVE REQUESTED AN ADDITIONAL <br />CLOTHING ALLOWANCE OF SEVENTY-FIVE DOLLARS PER SCHOOL CHILD PER YEAR~ AND STATING THAT <br />THIS REQUEST HAS BEEN REFERRED TO THE STATE BOARD OF WELFARE AND iNSTITUTIONS. MISS <br />CHAMBERS STATED THAT NO ACTION HAS BEEN TAKEN BY THE STATE BOARD~ AND THE RECIPIENTS <br />NOW REQUEST THE COUNCIL TO CONSIDER THEir REQUEST. MR. RINEHART, SECONDED BY MR. <br /> <br />DAVIS~ THIS MATTER WAS REFERRED TO THE WELFARE ADVISORY BOARD FOR ADDITIONAL INFORMATION <br />AND RECOMMENDATION. <br /> <br /> A REPORT WAS PRESENTED FROM THE LEGISLATIVE COMMITTEE RECOMMENDING FIVE PROPOSED <br />CHARTER AMENDMENTS AS FOLLOWS: (1) REMOVAL OF THE 5~ MAXIMUM INTEREST RATE ON BOND <br />ISSUES; (2) CONFLICT OF INTEREST LEGISLATION; (3) ISSUANCE OF SEARCH WARRANTS TO HEALTH <br />OFFICERS AND OTHERS FOR ROUTINE INSPECTIONS WHERE HOMEOWNERS PREFER SUCH WARRANTS; <br /> <br />(4) ADOPTION OF MODEL CHARTER POWERS BY REFERENCE, AND; (5) CHANGES FACILITATING CERTAIN <br />ONE AND TWO FAMILY HOUSING PROGRAMS.
