STATEMENT BY MAYOR RE: <br />CLOSED SESSIONS <br /> <br />COMMITTEE RE: FINANCE <br />ADVISORY COMM. <br /> <br />CIVIL DEFENSE <br /> <br />REQUEST RE: 15TH ST. <br />REFERRED TO PLANN. COMM. <br /> <br />REPORT RE: DELINQUENT <br />& ERRONEOUS TAXES <br /> <br /> DUE TO THE CONFLICT OF THE VIRGINIA ~V~JNICIPAL LEAGUE MEETING, THE NEXT REGULAR <br /> <br /> MEETING OF COUNCIL WAS POSTPONED TO SEPTEMBER 23~ 1970. <br /> THE FOLLOWING STATEMENT WAS MADE BY THE MAYOR: <br /> <br /> AT OUR ORGANIZATIONAL MEETING, WE UNDERTOOK TO GIVE THE THE HIGHEST PRIORITY <br /> <br />TO THE SELECTION OF A SUCCESSOR TO THE CITY MANAGER. ET IS APPARENT THAT WE WILL <br />NEED TO ASSEMBLE ON SHORT NOTICE AT VARIOUS TIMES, WHICH CAN NOT BE PREDICTED IN <br />ADVANCE~ TO DISCUSS VARIOUS CANDIDATES FOR THE POSITION. CLEARLY, THE PRIVACY <br />OF INDIVIDUALS UNDER DISCUSSION MUST. BE CAREFULLY PRESERVED. <br /> <br /> ~ RECOMMEND THAT, AT THIS TIME, COUNCIL FORMALLY VOTE TO MEET IN CLOSED <br /> <br />SESSION ON CALL, SOLELY FOR THE PURPOSE OF DISCUSSING POTENTIAL CANDIDATES FOR <br />THE POSITION OF CITY MANAGER. IT MUST BE CLEARLY UNDERSTOOD THAT NO OTHER <br />BUSINESS WILL BE DISCUSSED AT SUCH MEETINGs. <br /> <br /> ON MOTION BY MR. FIFE~ SECONDED BY MR, BARBOUR~'THE FOREGOING RECOMMENDATION WAS <br />UNANIMOUSLY ADOPTED. <br /> <br />THE MAYOR APPOINTED MR. FIFE, MR. DAVIS AND MR. BOWEN AS A COMMITTEE TO STUDY AND <br />MAKE RECOMMENDATIONS REGARDING THE POSSIBLE APPOINTMENT OF A FINANCE ADVISORY COMMISSION. <br /> <br />COUNCIL CHAMBER - SEPTEMBER 28, 1970 <br /> <br /> THE COUNCIL MET iN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEMBERS PRESENT: <br />MR. BARBOUR, MR. DAVIS, MR. FIFE, MR. VAN YAHRES AND MR. WRIGHT. ABSENT: NONE. <br /> <br /> REV. HAROLD JOHNSON, PASTOR OF CALVARY BAPTIST CHURCH, GAVE THE:INVOCATION. <br /> <br /> THE HINUTES OF THE MEETING OF SEPTEMBER 8, 1970 WERE READ AND APPROVED. <br /> <br /> MR. JOHN JAMES OF THE STATE CIVIL DEFENSE OFFICE AND MR. WARREN SALSBURY, COORDINATOR <br />OF CIVIL DEFENSE AT THE UNIVERSITY, ADDRESSED THE COUNCIL AND PRESENTED PLANS FOR A CIVIL <br />DEFENSE EMERGENCY SIMULATION EXERCISE TO BE HELD OCTOBER 15TH. ON MOTION BY MR. FIFE, <br />SECONDED BY MR. WRIGHT, THE COUNCIL ENDORSED THE PROPOSED EXERCISE AND AGREED TO <br />PARTICIPATE. <br /> <br /> A REQUEST TO CLOSE AN ALLEY BETWEEN 15TH STREET, So W. AND MONROE LANE WAS REFERRED <br />TO THE PLANNING COMHtSSION FOR RECOMMENDATION. <br /> THE FOLLOWING REPORT WAS PRESENTED: <br /> <br />SEPTEMBER 16, 1970 <br /> <br />THE CITY COUNCIL <br />CITY OF CHARLOTTESVILLE <br />C~ARLOTTESVILLE, VIRGINIA <br /> <br />GENTLEMEN: <br /> <br /> WE;HAVE EXAMINED THE CITY TREASURERtS LIST OF 1969 DELINQUENT AND <br />ERRONEOUS TAXES~ DATED AUGUST 27, 1970, IN THE AMOUNTS OF 9164,004.23 <br />AND 99,870.10 RESPECTIVELY. <br /> <br /> THE ERRONEOUS TAXES ARE THE RESULT OF GOVERNMENTAL AGENCIES <br />ACQUIRING PROPERTY ON WHICH NO TAXES ARE ASSESSABLE, AND DUPLICATE <br />ASSESSHENTS ON PERSONAL PROPERTY. <br /> <br /> WE RECOMMEND THAT THE LIST BE ACCEPTED, THAT THE ERRONEOUS TAXES <br />BE CHARGED OFF~ AND THAT THE CITY TREASURER BE INSTRUCTED TO CONTINUE <br />TO COLLECT THE DELINQUENT TAXES. <br /> <br /> RESPECTFULLY SUBMITTED, <br /> <br /> FRANCIS H.
