WRIGHT. <br /> <br /> WHEREAS, THE WAR IN VIET NAM AFFECTS DEEPLY EVERY INDIVIDUAL IN THIS COUNTRY, <br />INCLUDING THE PEOPLE OF CHARLOTTESVILLE.~ AND <br /> <br /> WHEREAS.~ THE CONTINUATION OF THE WAR CAN LEAD ONLY TO FURTHER KILLING AND <br />WOUNDING OF SOLDIERS AND CIVILIANS AND THE TAKINS OF MORE PRISONERS, AND <br /> <br /> WHEREAS, IN EVER INCREASING NUMBERS THE PEOPLE OF THIS COMMUNITY AS WELL AS <br /> <br />THE REMAINDER OF THE COUNTRY HAVE VOICED A STRONG DESIRE FOR THE RAPID CONCLUSION OF <br /> <br />THE WAR~, AND <br /> <br /> ~¢~EREAS, WE SHARE A DEEP CONCERN FOR THE WELFARE AND IMMEDIATE RELEASE OF <br /> <br />ALL PRISONERS OF WAR tN INDO-CHINA, AND HAVE SUPPORTED EFFORTS TO "WRITE HANOI" FOR <br /> <br />THE HUMANE TREATMENT AND EARLY RELEASE OF UNITED STATES POW:s, AND <br /> <br /> WHEREAS, THE PRESIDENT OF THE UNITED STATES HAS BEGUN THE WITHDRAWAL OF <br /> <br />U. S. TROOPS FROM VIET NAMe, <br /> <br /> NOW~ THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />DOES HEREBY RECOMMEND TO THE PEOPLE OF CHARLOTTESVILLE THAT THEY WRITE TO THE PRESIDENT <br />URGING HIM TO ANNOUNCE THE EARLIEST POSSIBLE DATE FOR THE COMPLETE WITHDRAWAL FROM VIET <br />NAM OF ALL U. S. TROOPS. <br /> <br /> AT THE SAME TIME WE RECOMMEND THAT THE PEOPLE OF CHARLOTTESVILLE JOIN IN CALLING <br />UPON THE PROVISIONAL REVOLUTIONARY GOVERNMENT AND DEMOCRATIC REPUBLIC OF VIET NAM TO <br />HONOR THEIR PLEDGE TO NEGOTIATE AN IMMEDIATE CEASE-FIRE, THE SAFE TACTICAL WITHDRAWAL OF <br />AMERICAN TROOPS AND AN EARLY RELEASE OF ALL POWts. <br /> <br /> THE MAYOR ANNOUNCED THE APPOINTMENT OF MR. PAUL A, DAHLEN TO THE WELFARE ADVISORY <br />BOARD. <br /> <br /> ON MOTION BY FIR. DAVIS, SECONDED BY FIR. BARBOUR, THE COUNCIL VOTED TO GO INTO <br />EXECUTIVE SESSION AT ITS WORK MEETING ON APRIL 12~ 1971 BY THE FOLLOWING RECORDED VOTE= <br />AYES: MR. BARBOUR, HR. DAVIS, MR. FIFE, FIR. VAN YAHRES AND MR. WRIGHT. BARBOUR, FIR. DAVIS~ MR. FIFE AND MR. WRIGHT. ABSENT: FIR. VAN YAHRES. <br />DR. HAROLD NEWLAN~ PASTOR OF THE CHERRY AVENUE CHRISTIAN CHURCH, GAVE THE INVOCATION. <br />THE MINUTES OF THE MEETING OF APRIL 5, lg71 WERE READ AND APPROVED. <br /> <br /> THE CLERK REPORTED THAT A SYNOPSIS OF THE CITY AND SCHOOL BUDGETS HAD BEEN PUBLISHED <br />AND NOTICE OF PUBLIC HEARING GIVEN AS REQUIRED BY SECTION 19 OF THE CITY CHARTER. AN <br />OPPORTUNITY WAS THEN AFFORDED ANYONE TO SPEAK FOR OR AGAINST THE CITY BUDGET. No ONE <br />SPOKE FOR OR AGAINST THE BUDGET. AN OPPORTUNITY I~/AS THEN AFFORDED ANYONE TO SPEAK FOR OR <br />AGAINST THE SCHOOL BUDGET. SEVERAL PEOPLE ASKED QUESTIONS CONCERNING THE BUDGET~ AND <br />FIR. JULIAN HUDSON, REPRESENTING THE CHARLOTTESVILLE EDUCATION ASSOCIATION, ADDRESSED THE <br />COUNCIL AND REQUESTED THAT THE BUDGET BE ADOPTED AS PRESENTED. THE VICE MAYOR STATED <br /> <br />THAT ACTION ON THE BUDGETS WOULD BE DEFERRED UNTIL APRIL 26, 1971. <br /> <br /> <br />
