COWEN ELLIS, PASTOR OF FIRST BAPTIST CHURCH~ GAVE THE INVOCATION. <br /> <br /> THE MINUTES OF THE MEETINGS OF OCTOBER 4~ 1971 AND OCTOBER 12~ 1971 WERE APPROVED <br /> <br />AS CORRECTED. <br /> <br /> A PETITION WAS PRESENTED FROM THE RESIDENTS OF THE BARRACKS ROAD AREA REQUESTING THAT <br />BARRACKS ROAD-PRESTON AVENUE BE RESTRICTED TO ONLY TRUCKS PROVIDING SERVICES DIRECTLY TO THE <br />AREA. THE CITY MANAGER ADVISED THE COUNCIL THAT THIS MATTER HAS BEEN REFERRED TO THE NEW <br />TRAFFIC ENGINEER FOR RECOMMENDATION. HE STATED THAT THERE lS PRESENTLY NO ORDINANCE AGAINST <br />TRUCKS USING ANY STREETS IN THE CITY~ AND IT WOULD BE DIFFICULT TO ENFORCE SUCH AN ORDINANCE. <br /> <br /> THE FOLLOWING REPORT WAS PRESENTED, AND ON MOTION BY MR. DAVIS~ SECONDED BY MR.
