FIfE~ MR. G1LLIAM~ HRS. RINEHART AND MR. VAN YAHRES. <br />ABSENT: NONE. <br /> <br /> REv. RICHARD MYERS~ MINISTER OF UNIVERSITY BAPTIST CHURCH~ GAVE THE INVOCATION. <br /> THE MINUTES OF THE MEETINGS OF AUGUST 21~ 1972 AND AUGUST 31~ 1972 WERE APPROVED <br />AS PRESENTED. <br /> <br /> DR. EDGAR F. SMANNON~ MR. RICHARD F. SHUTTS AND MR. KEVIN ADAMS ADDRESSED THE <br /> COUNCIL AND PRESENTED A COMPREHENSIVE PARKING PLAN FOR THE UNIVERSITY. THEY STATED <br /> THAT THE INITIAL SURVEY SHOWED THAT THE ONLY WAY TO SOLVE THE PARKING PROBLEM AT THE <br /> UNIVERSITY WAS TO INSTITUTE A PAY PARKING PLAN WITH BUS SERVICE FROM THE OUTLYING PARKING <br /> <br /> LOTS. THEY STATED THAT UNDER THIS PLAN MUCH TRAFFIC WOULD BE ELIMINATED FROM THE GROUNDS <br /> <br /> AS WELL AS THE ADJACENT CITY STREETS. <br /> <br /> A JOINT PUBLIC HEARING BY THE COUNCIL AND THE ALBEMARLE COUNTY BOARD OF SUPERVISORS <br /> WAS HELD ON THIS DATE ON THE HASTER PLAN OF THE BICENTENNIAL COMMISSION. MR. MICHAEL P. <br /> GLEASON PRESENTED THE MASTER PLAN OUTLINING THE GOALS AND PROGRAMS OF THE PROPOSED PLAN. <br /> (COPY OF PLAN ON FILE WITH THE MINUTES OF THIS MEETING). A NUMBER OF PEOPLE ADDRESSED THE <br /> COUNClL~ INCLUDING MR. A. E. HOWARD OF THE STATE BICENTENNIAL COMMISSlON~ SENATOR J. HARRY <br /> MICHAEL~ JR.~ DELEGATE THOMAS J. HICHIE~ JR. AND UNIVERSITY PRESIDENT DR. EDGAR F. SHANNON~ <br /> JR. STRONGLY ENDORSING THE HASTER PLAN~ AND COMMENDING THE COMMISSION AND THE EXECUTIVE <br /> DIRECTOR ON 1TS STRONG PROGRAH. NO ONE SPOKE IN OPPOSITION TO THE PLAN. THE MAYOR STATED <br /> THAT'THE PLAN WOULD BE TAKEN UNDER CONSIDERATION. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE COMMISSIONER OF THE CHARLOTTESVILle BOYS BA~E- <br /> <br /> BALL ASSOCIATION REQUESTING THAT THE BASEBALL FIELD AT THE QUARRY ROAD PLAYGROUND BE <br /> NAMED "THE C. OD LAWSON FIELD" ON MOTION BY MR. GILLIAM~ SECONDED BY MR. VAN YAHRES~ THE <br /> FOREGOING REQUEST WAS APPROVED WITH THE SUGGESTION THAT A SUITABLE PLAQUE BE PLACED <br /> DESIGNATING THE NAME OF THE FIELD. <br /> <br /> A PETITION WAS PRESENTED REQUESTING THAT A PORTION OF THE PLAT OF KNOLL TERRACE BE <br /> VACATED AS PROVIDED BY SECTION 15.1-482(B), CODE OF VIRGINIA. A PUBLIC HEARING WAS SET <br /> <br /> FOR OCTOBER 9~ 1972 TO CONSIDER THIS REQUEST. <br /> <br /> AN ORDINANCE ENTITLED "AN ORDINANCE VACATING A PC~TION OF THE PLAT OF KNOLL TERRACE <br /> AND VACATING CERTAIN STREETS THEREIN" WAS OFFERED BY MR. GILLIAM~ SECONDED BY MR. BARBOUR, <br /> <br /> AND CARRIED OVER TO THE MEETING OF OCTOBER 9~ 1972 FOR CONSIDERATION. <br /> <br /> THE TREASURER'S LIST OF 1971 DELINQUENT AND ERRONEOUS ASSESSMENTS IN THE AMOUNTS OF <br /> <br /> :~J~339, 577. 71 AND ~110,353.81 RESPECTIVELY WAS PRESENTED, AND REFERRED TO A COMMITTEE COMPOSED <br /> OF h~R. BARBOUR~ MR. VAN YAHRES~ THE COMMISSIONER OF REVENUE AND THE DIRECTOR OF FINANCE FOR <br /> CONSIDERATION. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE SCHOOL BOARD REQUESTING THAT SCHOOL GUARDS BE <br /> FURNISHED AT THE SIX ELEMENTARY SCHOOLS FROM 11=30 A. H, TO 1~=30 P. M. TO ASSIST KINDER- <br /> GARTEN CHILDREN. THE CITY MANAGER STATED THAT THE COST OF FURNISHING THESE GUARDS FOR THIS <br /> <br /> SCHOOL YEAR WOULD BE ~3~7~.0C). ON MOTION BY MR. BARBOUR~ SECONDED BY MRS. RINEHART~ THE <br /> FOLLOWING RESOLUTION WAS OFFERED AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION: <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE THAT <br /> ~3~726o00 BE AND THE SAME IS HEREBY APPROPRIATED FOR SCHOOL CROSSING GUARDS. <br /> <br /> THE CONTRACT WITH ALBEMARLE COUNTY TO TRANSFER OPERATION OF THE AIRPORT TO A GOVERNING <br />BOARD~ AND THE CONTRACT WI_TH HORIZON AVIATION GOVERNING FIXED BASE OPERATIONS WERE DISCUSSED~ <br />HOWEVER~ ACTION WAS DEFERRED UNTIL THE NEXT MEETING. <br /> <br /> THE CITY MANAGER ADVISED THE COUNCIL THAT THE WILLIAMSON PROPERTy ADJACENT TO THE CITY <br /> <br />YARDS IS AVAILABLE FOR PURCHASE AND BADLY NEEDED FOR EXPANSION OF THE CITY YARD. HE STATED <br />THAT THE PROPERTY CAN BE PURCHASED FOR ~10~,000.00~ AND RECOMMENDED THAT HE BE AUTHORIZED <br />TO ACQUIRE THIS PROPERTY. ON MOTION BY MRS. R1NEHART~ SECONDED BY MR.
