BARBOUR, MR. FIFE, MR. GILLIAM, MRS. RINEHART AND MR. VAN YAHRES. ABSENT: NONE. <br /> THE MINUTES OF THE MEETINGS OD DECEMBER 3 AND 10, 1973 WERE .APPROVED AS CORRECTED. <br /> <br /> A PUBLIC HEARING WAS HELD ON THIS DATE ON A PROPOSED TAXI FARE INCREASE OF TEN CENTS <br /> PER TRIP. MR. ALECK FITZGERALD AND MR. JOHN LARSEN ADDRESSED THE COUNCIL IN FAVOR OF THE <br /> INCREASE. AN ORDINANCE ENTITLED "AN ORDINANCE TO AMEND AND REENACT SECTION 32-5 OF THE CODE <br /> OF THE CITY OF CHARLOTTESVILLE, 1965, RELATING TO TAXICABS,', WAS OFFERED BY MR. GILLIAM, <br /> SECONDED BY MRS. RINEHART AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION. <br /> <br /> THE TAXICAB COMMITTEE PROPOSED A MORATORIUM ON THE REGISTRATION OF ANY ADDITIONAL <br />TAXICABS FOR A PERIOD OF SIX MONTHS. AFTER CONSIDERABLE DISCUSSION THE IDEA WAS REJECTED. <br />THE TAXICAB COMMITTEE ALSO PRESENTED AN ORDINANCE WHICH SETS NEW STANDARDS OF SAFETY FOR <br />TAXI OPERATIONS. AN ORDINANCE ENTITLED '' AN ORDINANCE TO AMEND THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, I965, BY ADDING IN CHAPTER 32 NEW SECTIONS NUMBERED 32-6 THROUGH 32-29 <br />RELATING TO PROCEDURES AND REGULATIONS FOR THE OPERATION OF TAXICABS, TO REENACT THE PRESENT <br />SECTION 32-6 RELATING TO AMBULANCE SERVICE PERMITS WITHOUT CHANGE AS SECTION 32-3o," WAS <br />OFFERED BY MR. GILLIAM, SECONDED BY MRS. RINEHART AND CARRIED OVER TO THE NEXT MEETING FOR <br />CONSIDERATION. <br /> <br /> A PUBLIC HEARING WAS ALSO HELD ON THIS DATE ON RENEWAL OF TFE PERMIT TO OPERATE <br /> AMBULANCE SERVICE IN THIS CITY. THE CITY MANAGER REMINDED COUNCIL THAT THE PRESENT <br /> AMBULANCE PERMIT IS DUE TO EXPIRE AT THE END OF DECEMBER. NO ONE ADDRESSED THE COUNCIL FOR <br /> OR AGAINST RENEWING THE PRESENT CONTRACT. A MOTION BY MR. BARBOUR, SECONDED BY MR. VAN <br /> YAHRES THAT ACTION ON THIS MATTER BE TABLED UNTIL THE NEXT MEETING AND THE CITY ATTORNEY BE <br /> REQUESTED TO PREPARE A NEW CONTRACT WAS ADOPTED BY THE FOLLOWING VOTE. AYES: MR. BARBOUR, <br /> MR. FIFE, MRS. RINEHART AND MR. VAN YAHRES. NOES: MR. GILLIAM. <br /> <br /> A PUBLIC HEARING WAS HELD ON THIS DATE ON PROPOSED RATE INCREASES FOR WATER AND SEWER <br />SERVICE. THE CITY MANAGER PRESENTED AND EXPLAINED A REPORT BY THE CITY STAFF PROPOSING <br />EQUITABLE RATES SINCE THE CIl~ IS PURCHASING WATER AND SEWAGE TREATMENT SERVICES FROM llHE <br />RIVANNA WATER AND SEWER AUTHORITY. A NUMBER OF PEOPLE ADDRESSED THE COUNCIL IN OPPOSITION <br />TO THE NEW RATES. SOME APARTMENT PROJECT OWNERS REQUESTED THAT THE INCREASE BE POSTPONED <br />UNTIL JULY ! SINCE THEIR LEASES COULD NOT BE ADJUSTED. A MOTION BY MR. BARBOLR, SECONDED BY <br />MR. GILLIAM THAT ACTION BE DEFERRED AND THAT THIS MATTER BE DISCUSSED AT A WORK SESSION TO <br />BE HELD ON DECEMBER 26, 1973 WAS UNANIMOUSLY ADOPTED. <br /> <br /> <br />
