PUBLIC HEARING RE: <br />CATV <br /> <br />RESOLUTION RE: <br />CECIL G. HANEY <br /> <br />PRESENTATION RE: <br />HOUSING AUTHORITY <br />ON LOW-RENT <br />SITES <br /> <br /> (4) THE RANKING STUDNETS GOVERNMENT OFFICERS AT LANE OR CHARLOTTESVILLE HIGH <br />SCHOOL WILL BE ASKED TO NOMINATE TPREE MEMBERS OF THE STUDENT BODY FROM AMONG WHOM IDqE <br />COUNCIL WILL APPOINT ONE PERSON TO THE COMMISSION. <br /> <br /> (5) THE LOCAL CHAPTER OF THE AMERICAN ASSOCIATION OF RETIRED PERSONS WILL BE <br />ASKED TO PROPOSE THREE (DF ITS MEMBERS WHO RESIDE IN THE CITY AND THE COUNCIL WILL SELECT <br />ONE OF THE THREE PROPOSED PERSONS FOR APPOINll4ENT TO THE COMMISSION. <br /> <br /> (6) THE COUNCIL WILL APPOINT THREE MEMBERS OF THE CITY PLANNING COMMISSION <br />TO SERVE ON THE SOCIAL DEVELOPMENT COMMISSION. <br /> <br /> (7) THE PRESIDENT OF THE STUDENT COUNCIL AT THE UNIVERSITY OF VIRGINIA SHALL <br />BE CONTACTED AND ASKED TO NOMINATE THREE MEMBERS OF THE UNIVERSITY STUDENT COUNCIL WHO <br />ARE EITHER IN THEIR SOPHOMORE AND/OR JUNIOR YEARS AND WHO ARE RESIDENTS OF THE CITY OF <br />CHARLOTTESVILLE. CITY COUNCIL WILL SELECT ONE OF THE THREE PROPOSED PERSONS FOR <br />APPOINTMENT TO THE COMMISSION. <br /> <br /> (8) As TERMS OF MEMBERS (DF THE COMMISSION EXPIRE REAPPOINTMENTS AMI) <br />REPLACEMENTS SHALL BE MADE IN EACH INSTANCE BY THE RESPECTIVE PROCEDURES BY WHICH SUCH <br />APPOINTMENTS ORIGINALLY WERE MADE. <br /> <br /> A PUBLIC HEARING WAS ALSO HELD ON A PROPOSED CATV CONTRACT BETWEEN THE JEFFERSON <br /> <br />CABLE CORPORATION AND THE CITY. MR. FRED LANDESS, ATTORNEY FOR THE CABLE CORPORATION AND <br />SEVERAL OFFICIALS OF THE COMPANY ADDRESSED THE COUNCIL AND EXPLAINED THE PROVISIONS OF THE <br />CONTRACT AND IMPLEMENTATIONS. IT WAS MUTUALLY AGREED THAT THE MONTHLY RATES TO BE <br />CHARGED FOR APAR]~4ENT COMPLEXES WOULD BE CHANGED, BUT NEGOTIATIONS ON THESE RATES COULD <br /> <br />BE RECONSIDERED AT ANY TIME, AND SEVERAL OTHER CHANGES WERE MADE IN THE PROPOSED CONTRACT. <br />THE COMPANY AGREED THAT IT WOULD PROVIDE SERVICE TO ANY SECTION OF THE CITY IF THE COST OF <br />RUNNING THE LINES ARE REASONABLE. A MOTION BY MR. VAN YAHRES, SECONDED BY MRS. RINEHART <br />THE MAYOR WAS AUTHORIZED TO EXECUTE THIS CONTRACT SUBJECT TO THE SUGGESTED CHANGES WAS <br /> <br />ADOPTED BY THE FOLLOWING VOTE. AYES: MR. BARBOUR, MR. FIFE, MRS. RINEHART AND MR. VAN YAHRES. <br />NOES: NONE. ABSTAINED: MR. GILLIAM. <br /> <br /> ON MOTION BY MR. BARBOUR, SECONDED BY MR. VAN YAHRES THE FOLLOWING RESOLUTION WAS <br />UNANIMOUSLY ADOPTED. <br /> <br /> WHEREAS, MR. CECIL G. HANEY HAS LOYALLY AND SKILLFULLY SERVED THE CITY OF <br />CHARLOTTESVILLE AND THE RIVANNA WATER AND SEWER AUTHORITY IN HIS CAPACITY AS <br />SUPERINTENDENT OF WATER TREATMENT AND SEWAGE DISPOSAL AND AS SUPERINTENDENT OF OPERATIONS~ <br />AND <br /> <br /> WHEREAS, DURING THE COURSE OF HIS TWENTY-FOUR YEARS OF EXCEPTIONAL SERVICE, MR. <br />CECIL G. HANEY HAS BEEN INSTRUMENTAL IN ESTABLISHING AND OPERATING A WATER AND SEWER <br />SERVICE FOR THIS COMMUNITY WHICH IS A MODEL OF EFFECIENCY AND GOOD MANAGEMENT, DUE IN <br />LARGE PART TO.MR. HANEY'S EFFORTS~ AND <br /> <br /> WHEREAS, WHILE CONTRIBUTING THIS OUTSTANDING SERVICE TO THE CITY, THE AUTHORITY, <br />AND THE CHARLOTTESVILLE COMMUNITY-AT-LARGE, MR. CECIL G. HANEY HAS SIMULTANIOUSLY BECOME <br />A 'RECOGNIZED AND RESPECTED AUTHORITY IN THIS FIELD~ NOW, THEREFORE, <br /> <br /> BE IT RESOLVED, BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE, THAT THIS CITY <br />AND THE ENTIRE CHARLOTTESVILLE COMMUNITY EXPRESS THEIR DEEP APPRECIATION OF AND <br />GRATITUDE FOR MR. HANEY'S DEVOTED SERVICE, AND WISH HIM CONTINUED SUCCESS AND ACHIEVEMENT <br />IN ALL HIS FUTURE ENDEAVORS. <br /> <br /> MR. CLYDE GOULDMAN, CHAIRMAN OF THE REDEVELOPMENT AND HOUSING AUTHORITY, ADDRESSED <br />THE COUNCIL AND PRESENTED AN APPLICATION FROM THE AUTHORITY FOR APPROVAL OF THE FOLLOWING <br />SITES FOR THE CONSTRUCTION DF LOW-RENT HOUSING~ <br /> <br /> i. MADISON AVENUE <br />2. CHESAPEAKE STREET <br />-3. SIXTH STREET, S. E. <br /> 4. CHERRY AVENUE <br /> <br />MR. ARRINGTON, ADDRESSED THE COUNCIL AND EXPLAINED THE REASONS FOR SELECTION OF THESE <br /> <br />SITES. AND THE NUMBER OF UNITS THAT COULD BE CONSTRUCTED ON THESE SITES. AFTER SOME <br /> <br />DISCUSSION, ACTION ON THIS MATTER WAS DEFERRED UNTIL MONDAY, MARCH 18, 1974. <br /> <br /> ON MOTION BY MRS. RINEHART, SECONDED BY MR.
