NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, July 15, 2002 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - July 15, 2002 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Schilling. Noes: None. Absent for the vote: Mr. Lynch and Ms. <br />Richards) to meet in closed session for discussion and consideration of appointments to <br />C ity boards and commissions, as authorized by Section 2.2 - 3711(A)(1) of the Virginia <br />Code; for consultation with legal counsel for the provision of legal advice regarding land <br />use development by the University of Virginia, as authorized by Section 2.2 - 3711( A)(7) <br />of the Virginia Code; and for discussion and consideration of the disposition of City <br />owned real property or real property rights on Monroe Lane and over Emmet Street, and <br />for discussion of the acquisition of real property near Riverview Park for par k purposes, <br />where discussion in an open meeting would adversely affect the bargaining position or <br />negotiating strategy of the City, as authorized by Section 2.2 - 3711(A)(3). <br /> <br />COUNCIL CHAMBER - July 15, 2002 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />PUBLIC <br /> <br /> Mr. Jim Simmons, a Lewis Mountain Neighborhood resident, reviewed the flaws <br />in the University of Virginia's traffic study regarding the proposed parki ng garage on Ivy <br />Road, and urged Council to take the following actions: 1) Urge the Department of <br />Environmental Quality not to approve the traffic analysis until a new one has been done; <br />2) refuse to pay for any synchronization of traffic signals until th e new study has been <br />completed; and 3) urge the University to set up an ad hoc committee of their own in - <br />house experts in Architecture and Civil Engineering to review the bases of the decision to <br />locate the garage on Ivy Road. <br /> <br /> Mr. Art Lichtenberger, 2024 Minor Road, President of the Lewis Mountain <br />Neighborhood Association, said that there were many errors and bad assumptions in the <br />University commissioned traffic study, and said the University's attitude appears to be <br />that they will build the garage and t ry to solve the problems later. Mr. Lichtenberger <br />requested that Council asked DEQ to hold on their approval of the project. <br /> <br /> Mr. David Wyatt, 115 Rothery Road, reviewed a letter recently written to DEQ by <br />the Director of Neighborhood Development Service s, which stated that necessary field <br />work needs to be performed, it is unclear how Carrs Hill facility parking needs will be <br />addressed, the issue of cut - through traffic needs to be addressed, new University <br />employees needed to be factored in as well as the North Grounds Connector, and lights <br />are too close to the neighborhood. Mr. Wyatt expressed concern that the letter concluded <br />that a new traffic study needs to be conducted prior to the opening of the garage, rather <br />than prior to beginning construction on the garage. <br /> <br /> Mr. David Repass, 227 E. Jefferson Street, said he has a problem with public <br />entities not consulting with citizens, and referred to the procedures use for the transfer <br />station and downtown service district, and said it appears that real deci sions are made <br />
