NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, August 5, 2002 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 o f the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - August 5, 2002 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Schilling. Noes: None. Absent for the vote: Mr. Lynch and Ms. <br />Richards) to go into a closed session for discussion and consideration of prospective <br />c andidates for employment and appointments to boards and commissions, as authorized <br />by Section 2.2 - 3711(A)(1) of the Virginia Code; for consultation with legal counsel for <br />the provision of legal advice regarding (1) city liability for storm water runoff pro perty <br />damage and (2) land use development by the University of Virginia, as authorized by <br />Section 2.2 - 3711(A)(7) of the Virginia Code; and for discussion and consideration of the <br />disposition of City owned real property on John Street, where discussion in a n open <br />meeting would adversely affect the bargaining position or negotiating strategy of the <br />City, as authorized by Section 2.2 - 3711(A)(3) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council certified (Ayes: Mr. <br />Ca ravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) that, to the <br />best of each Council Member's knowledge, only public business matters lawfully <br />exempted from the open meeting requirements of the Virginia Freedom of Information <br />Act and i dentified in the motion convening the closed session were heard, discussed or <br />considered in the closed session. <br /> <br />COUNCIL CHAMBER - August 5, 2002 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: FORMER SCHOOL BOARD MEMBERS; WOMEN'S <br />EQUALITY DAY PROCLAMATION <br /> <br /> Mr. Schilling read the proclamation thanking John Santoski for his years of <br />service on the School Board. <br /> Ms. Richards read the proc lamation thanking Olivia Boykin for her years of <br />service on the School Board. <br /> <br /> Mr. Cox read the proclamation designating Women's Equality Day. <br /> <br />PUBLIC <br /> <br /> Mr. John Hossack, Davis Avenue, said that Park Street is becoming the de facto <br />eastern connector. He said the Park Street bridge should not be rebuilt as it is, but instead <br />the entire intersection should be redone. He said that County commuters should not be <br />allowed to use residential streets. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street said that traffic calm ing measures are <br />being considered in his neighborhood, but he feels there should be some modifications in <br />the process to allow for more than just a yes or no vote on the proposals. <br /> <br />
