NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, September 3, 2002 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 37 12 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - September 3, 2002 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Mr. Schilling. Absent: Ms. Richards. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Schilling. Noes: None. Absent for vote: Mr. Lynch. Absent: <br />Ms. Richards) to meet in closed session for discussion and considerati on of prospective <br />candidates for employment and appointments to City boards and commissions as <br />authorized by Section 2.2 - 3711(A)(1) of the Virginia Code; and for discussion and <br />consideration of the disposition of City air rights over Emmet Street, where di scussion in <br />an pen meeting would adversely affect the bargaining position or negotiating strategy of <br />the City, as authorized by Section 2.2 - 3711(A)(3) of the Virginia Code. <br /> <br />COUNCIL CHAMBER - September 3, 2002 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Mr. Schilling. Absent: Ms. Richards. <br /> <br />AWARDS/RECOGNITIONS <br />: GYN CANCER AWARENESS PROCLAMATION; <br />CREDENTIALED CITY MANAGER <br /> <br /> Mr. Cox read a proclamation proclaiming September as Gyneco logic Cancer <br />Awareness Month. <br /> <br /> Mr. Cox announced that Mr. O'Connell has become a credentialed City Manager <br />through the International City Manager's Association. <br /> <br />PUBLIC <br /> <br /> Ms. Helena Devereux, Chair of the Preservation Committee of Citizens for <br />Jefferson S chool, said that she had recently written Councilors about the need to protect <br />the Jefferson School building and materials inside while plans are being developed for its <br />future. Ms. Devereux also asked that no changes be made to the building until its his toric <br />characteristics are documented, and when changes are made, that historic guidelines be <br />followed. Ms. Devereux said this will be important should historic tax credits be <br />pursued. <br /> <br /> Ms. Ida Lewis, a member of the Jefferson School Alumni Association, t hanked <br />the Mayor, City Manager and Assistant City Manager for their help during the Jefferson <br />School reunion this past weekend. <br /> <br /> Mr. Michael Crafaik, 312 7 1/2 Street, S.W., expressed concern that the proposed <br />development of 225 rental apartments in Fifev ille will have a big impact on the <br />neighborhood. Mr. Crafaik said this development does not line up with the transition <br />zone or the Comprehensive Plan and neighbors were not properly contacted about the <br />development. <br /> <br /> Mr. Paul Long, 1410 Grady Avenue, exp ressed concern about the lack of a drug <br />and alcohol detoxification unit in Charlottesville and said the City should establish one. <br />
