NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, September 16, 2002 AT 6:15 p.m. IN THE Second Floor <br />Conference Room. <br /> <br />THE PROPOSED AGNED IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 371 2 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - September 16, 2002 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schill ing. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) to meet in <br />closed session for discussion and consideration of appointments to City boards and <br />comm issions, and the performance evaluation of the City Manager, as authorized by <br />Section 2.2 - 3711(A)(1) of the Virginia Code; for discussion and consideration of the <br />disposition of City air rights over Emmet Street, where discussion in an open meeting <br />would a dversely affect the bargaining position or negotiating strategy of the City, as <br />authorized by Section 2.2 - 3711 (A)(3) of the Virginia Code; and for consultation with <br />legal counsel for the provision of legal advice regarding (1) the enforcement of <br />emergency water restrictions; (2) legal issues in the negotiation of a contract for an 800 <br />MHz public safety radio contract; (3) compliance with the open meetings requirement of <br />the Freedom of Information Act; and (4) land use development in the City of <br />Charlottesv ille by the University of Virginia, all as authorized by Section 2.2 - 3711(A)(7) <br />of the Virginia Code. <br /> <br />COUNCIL CHAMBER - September 16, 2002 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: BIKE TO WORK DAY PROCLAMATION; <br />DOMESTIC VIOLENCE AWARENESS MONTH; SAVVY AWARD <br /> <br /> Mr. Cox presented the Bike to Work Day proclamation to Diane Taylor of <br />Charlottesville Transit Service. <br /> <br /> Mr. Cox presented the Domestic Violence Awareness Month proclamation to Ms. <br />Ivy Hinton, Vice President of the Shelter for Help in Emergency Board. <br /> <br /> Mr. Cox announced that the City's Department of Communications (Maurice <br />Jones, Brian Morrato and Ken Bunch) had received the First Place Savvy Award from the <br />City/County Communications and Marketing Association for "Inside Charlottesville." <br /> <br />PUBLIC <br /> <br />th <br /> Mr. John Wheeler, 505 8 St., N.E. suggested the following water restrictions: <br />rolling shut offs, hire people to go around the City to pick up human waste; have trucks <br />deliver drinking water; use porta - johns for business districts. Mr. Wheeler said the taps <br />should be cut off while there is still a reserve of water. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, said the process for traf fic calming should <br />be reviewed. He said a 50% return standard is very high and the all or nothing approval <br />does not work. <br /> <br />
