NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, November 4, 2002 AT 6:15 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - November 4, 2002 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Mr. Schilling. Absent: M s. Richards. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch. Noes: None. Absent for the vote: Mr. Schilling. <br />Absent: Ms. Richards) to meet in closed session for discussion and consideration of <br />appointments to City boards and commissions and for the annual performance evaluation <br />of the City Manager as authorized by Section 2.2 - 3711(A)(1) of the Virginia Code; and <br />for discussion and consideration of the disposition of publicly held real proper ty in the <br />th <br />east downtown area and in the 10 and Page neighborhood, where discussion in an open <br />meeting would adversely affect the bargaining position or negotiating strategy of the <br />public body, as authorized by Section 2.2 - 3711(A)(3) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council certified (Ayes: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Mr. Schilling. Noes: None. Absent: Ms. Richards) <br />that, to the best of each Council Member's knowledge, only public business matters <br />lawfully exempted from the open meeting requirements of the Virginia Freedom of <br />Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER - November 4, 2002 <br /> <br /> Counc il met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards (arrived late), and Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: WORLD TOWN PLANNING DAY <br />PROCLAMATION; PARKS AND RECREATION AND LEISURE SERV ICES <br />AWARD; PURCHASING AWARDS <br /> <br /> Mr. Cox read the World Town Planning Day proclamation. <br /> <br /> Mr. Cox presented the Virginia Recreation and Park Association award for "Best <br />Promotional Effort - Electronic Media" for their webpage, and their award for "Best New <br />Pr ogram" for the kids fishing fair to staff members in the Parks Division and Recreation <br />and Leisure Services Department. <br /> <br /> Mr. Cox presented the Governor's award to the Procurement and Risk Management <br />Services Division for taking a "leadership and pioneerin g role" in adopting the <br />Commonwealth's E - procurement initiative, and the Virginia Association of <br />Governmental Purchasing Life Time Achievement award to Al Elias, Procurement and <br />Risk Management Manager. <br /> <br />PUBLIC <br /> <br /> Mr. Shawn O'Brien, President of the Kellyt own Neighborhood Association, <br />thanked Council in advance for reducing the speed limit on Rugby Avenue to 25 mph. <br />Others in the audience stood in support of reducing the speed limit. <br /> <br />
