NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, December 2, 2002 AT 6:15 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - December 2, 2002 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilli ng. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None) to meet in <br />closed session for discussion and consideration of appointments to City boards and <br />commiss ions and for the annual performance evaluation of the City Manager, as <br />authorized by Section 2.2 - 3711(A)(1) of the Virginia Code; for discussion and <br />consideration of the acquisition of real property for a public purpose, located along the <br />Rivanna River, wh ere discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the public body, as authorized by Section <br />2.2 - 3711(A)(3) of the Virginia Code; and for consultation with legal counsel regarding <br />the negotiation of the terms and conditions of a cost sharing agreement between the City <br />of Charlottesville and Albemarle County, as authorized by Section 2.2 - 3711(A)(7) of the <br />Virginia Code. <br /> <br />COUNCIL CHAMBER - December 2, 2002 <br /> <br /> Council met in regular session on this date w ith the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />PUBLIC <br /> <br /> Mr. Brent Nelson, 214 W. South Street, said that parking is rarely available in the <br />evening on his street and requested that the permit parking tim es be changed to include <br />evenings and Saturday. Mr. Nelson said that this situation will be aggravated by the <br />special permit being considered by Council. <br /> <br />th <br /> Mr. Gaither Pratt, 413 9 Street, N.W., asked that Council delay or extend the <br />RFP deadline for Pr eston Commons to allow for public input., and that urban design <br />alternatives be presented and further programs and possibilities be explored. <br /> <br /> Ms. Ellen Catalano, representing the Fry's Spring Neighborhood Association, said <br />that the presidents and vice pr esidents of six neighborhood associations met and it was <br />the consensus opinion that that there is too much emphasis on economic development in <br />the draft zoning ordinance and not enough emphasis on neighborhood stability. <br /> <br /> A representative of the Muscular Dystrophy Association, announced that the <br />Association recently recognized the Firefighters Association for their efforts to assist the <br />Association. <br /> <br /> Ms. Amy Spence, a resident of Northwood Avenue and a business owner on <br />Grady Avenue, thanked Mr. Caravati and Mr. Cox for following up with the merchants <br />regarding Preston Commons. Ms. Spence said that more input is needed on what could <br />be a destination project. Ms. Spence read a letter from Mr. Christopher McRae, General <br />Manager of Integral Yoga Natural Foo ds, expressing concern about loss of business <br />during construction of Preston Commons and an increase in traffic problems.
