2 <br /> <br /> Ms. Barbara Rich, 767 Madison Avenue, said that in 1988 she presented a <br />resolution to Council decl aring Charlottesville a nuclear free zone which was approved <br />unanimously, noting that the Republican on Council also voted in favor of the resolution. <br />Ms. Rich said that Iraq is not an immediate threat to our citizens, and while the resolution <br />may be symbo lic, she feels it has value. <br /> <br /> Mr. Charles Weber, 601 Locust Avenue, expressed his strongest opposition to the <br />proposed resolution opposing war in Iraq, and said he feels it is inappropriate if not <br />illegal for Council to be acting on this matter. Mr. Webe r said the petition presented to <br />Council at the last meeting has not been validated nor has it been shown how many <br />signatures are from City residents. He said he feels the language in the resolution <br />expressing support for military personnel is gratuitous. <br /> <br /> Mr. Stan Tatum, 540 Park Street, said that he hopes war can be avoided, but he <br />cannot agree with some comments by supporters of the anti - war resolution. Mr. Tatum <br />said that if Council adopts the resolution, he hopes they will think carefully about the <br />r easons why they are doing so. <br /> <br /> Mr. Murray Milner, 1948 Thomason Road, said that Saddam Hussein is a tyrant <br />and a bully, but it remains a question about what we should do about that. Mr. Milner <br />said he feels this is a local issue and has an impact on City residents. <br /> <br /> Ms. Sue Chase, board member for the Center for Peace and Justice, said citizens <br />have a right to petition Council and Council has the right to adopt the resolution opposing <br />war with Iraq. <br /> <br /> Ms. Susan Oberman, 604 Grove Avenue, a member of the Center for Peace and <br />Justice, said she feels there is a link between violence committed by government and <br />violence in schools. <br /> <br /> Mr. Bob Hodous, 1309 Lester Drive, encouraged Council not to pass a resolution <br />for or against war in Iraq. Mr. Hodous said tha t power is vested with the President and <br />Congress, and Council has no power over the matter. Mr. Hodous said that he has <br />reviewed the petition presented to Council, and said that less than 900 of the more than <br />2000 people who signed the petition are resid ents of the City. <br /> <br /> A citizen said that he is a veteran and feels that if Council adopts the resolution it <br />will encourage tyrants and despots of the world. <br /> <br /> Ms. Kathryn McNamara, supported the intent of the resolution and feels attacking <br />Iraq would be a u nilateral action of aggression and that there is no precedent for such <br />action. <br /> <br /> Mr. Jay Ferguson, 721 Cargil Lane, questioned Council's authority to act on the <br />resolution. Mr. Ferguson said that constituents were not aware of Councilors' views on <br />this m atter during the election. Mr. Ferguson said that instead of acting on the resolution, <br />Council should encourage citizens to contact their federal officials with their personal <br />opinions. <br /> <br /> Mr. Nathan Browser spoke against Council taking action on the resol ution opposing <br />war in Iraq. He said Council does not have the information to make such a decision and <br />the action is misguided. <br /> <br /> Ms. Sylvia Milner, 1948 Thomson Road, spoke in favor of the resolution. She said <br />citizens have the responsibility to speak ou t on such matters, and Council can represent <br />them. <br /> <br /> Mr. Bob Hoffman, a resident of Batesville, said he feels there is enough <br />information available to citizens and Councilors, and noted that 58 other cities around the <br />country have adopted resolutions oppo sing war in Iraq.
