NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, May 5, 2003 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of t he Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - May 5, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> On mot ion by Mr. Schilling, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Mr. Schilling. Noes: None. Absent for the vote: Ms. <br />Richards) to meet in closed session for discussion or consideration of the acquisition of <br />real p roperty for a public purpose, located on South Street, where discussion in an open <br />meeting would adversely affect the bargaining position or negotiating strategy of the <br />City, as authorized by Section 2.2 - 3711(A)(3) of the Virginia Code, and for discussion <br />and consideration of the performance evaluation of the City Manager, as authorized by <br />Section 2.2 - 3711(A)(1) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council certified by the <br />following vote (Ayes: Mr. Caravati, Mr. Cox , Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER - May 5, 2003 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: WATER CONSERVATION MONTH AND <br />EMPLOYEE RECOGNITION; TEEN PREGNANCY PREVENTION MONTH; <br />BUSINESS APPRECIATION WEEK; BIKE MONTH <br /> <br /> Mr. Schilling presented the Water Conservation Month proclamation to Brad <br />Humphrey, Water Co nservation Program Coordinator. <br /> <br /> Mr. Cox recognized Mr. Brad Humphrey for voluntarily attending training and <br />being certified for a waterworks license. <br /> <br /> Mr. Lynch presented the Bicycle Awareness Proclamation to Tobin Scopione. <br /> <br /> Mr. Cox read the Business Appreciation Week Proclamation. <br /> <br />PUBLIC <br /> <br /> Ms. Monica Vieira, 2316 Fontaine Avenue, said that in talking with residents of <br />Fontaine Avenue about the proposed project on Fontaine Avenue, she said residents feel <br />powerless. Ms. Vieira said she looks forward t o the meeting with Councilors on <br />Saturday. <br /> <br /> Mr. Watson Morris, 1219 E. Market Street, said he owns rental property at 709, <br />727, 731, 733 and 735 Prospect Avenue. Referring to the proposal to be discussed later <br />in the meeting, Mr. Morris said he does not want to sell his property. He said he feels the <br />
