2 <br /> <br /> Mr. Schilling expressed concern that having the proposed number of parking <br />spaces could drive people to live in the apartments being developed in the urban ring in <br />the County, and those people will drive through City neighborhoods. He expressed <br />concern about the impact of permit parking on neighbor hoods. <br /> <br /> Mr. Cox said the parking requirement would not preclude developers from adding <br />more parking spaces. <br /> <br /> Mr. Caravati said he would argue for no parking spaces. <br /> <br /> Mr. Cox said he is comfortable with it as written. <br /> <br /> Ms. Richards said she thinks the p roposed number of spaces is worth trying, and <br />said she thinks the market will make its own balance. She said she thinks permit parking <br />in the adjacent neighborhoods is the only answer. <br /> <br /> Mr. Lynch said he would like to have a schedule for evaluating permi t parking as <br />well as other side effects of the parking requirement. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said new high <br />density development in the area will not be eligible for permit parking. <br /> <br /> Mr. Schilling said he has some is sues with the number of spaces proposed. <br /> <br /> Mr. Cox, Mr. Lynch, and Ms. Richards supported having one parking space for a <br />one to three bedroom apartment, and two spaces for a four bedroom apartment. <br /> <br /> <br /> <br />High Density on South Side of Jefferson Park Avenue (c ontinued) <br /> <br /> <br /> Ms. Richards said that while she is still not entirely comfortable with extending <br />high density to the south side of Jefferson Park Avenue, she agrees that there is a need for <br />higher quality of housing. <br /> <br /> Mr. Caravati, Mr. Cox, and Ms. Richards supported including the south side of <br />Jefferson Park Avenue in the high density district. <br /> <br />Reducing Occupancy to Three Unrelated in Low Density Districts <br /> <br /> Mr. Tolbert said that the goal of reducing the number of unrelated persons is to <br />help slow conversio n to rental. <br /> <br /> Mr. Lynch said that while he agrees that it would make it more affordable for <br />home owners, he feels there are equity issues with the proposal, and he would rather find <br />a different way to prevent conversion to rental. <br /> <br /> Mr. Caravati said he c annot support the proposal because of equal protection <br />issues. He said he does not think we have adequate staff to enforce the four unrelated <br />person requirement now. He said he also cannot see how we would register <br />grandfathered units. He said family fo rmations are different than what they used to be. <br />He said it affects affordable housing, and he is skeptical about anecdotal evidence that <br />shows that it will work. <br /> <br /> Mr. Schilling said he thinks Mr. Caravati makes a good point about the <br />enforcement proble m. He said he does not support the proposal, especially for those <br />units that were built for four people. <br /> <br /> Ms. Richards said University neighborhoods have been interested in this proposal <br />for a long time, and she supports it. <br /> <br />
