4 <br /> Ms. Richards said she does not see any harm in letting staff do this. <br /> <br /> Mr. Lynch said he thinks the Planning Commission should do it. <br /> <br /> Mr. Cox said he thinks having to go to the Planning Commission for waivers <br />would put an undue burden on property owners. <br /> <br /> Mr. Caravati, Mr. Cox, Ms. Richards and Mr. Schilling supported having staff <br />make decisions regarding parking requirements waivers. <br /> <br />Site Plan Waivers Referred to Plann ing Commission <br /> <br /> Ms. Richards said she would support keeping this decision with staff given the <br />limited use of the provision. <br /> <br /> Mr. Caravati, Mr. Cox, Ms. Richards and Mr. Schilling supported keeping the <br />decision regarding site plan waivers with the staff. <br /> <br />Waivers for Setbacks for Communication Towers to Planning Commission <br /> <br /> Mr. Tolbert said this is not an issue and recommended the change. <br /> <br /> Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards and Mr. Schilling supported <br />having the Planning Commission make deci sions regarding waivers for setbacks for <br />communication towers to the Planning Commission. <br /> <br />Other Issues <br /> <br /> <br />Mr. Lynch said that step down of buildings onto side or back streets is not <br />addressed except on West Main Street. He proposed that we differentiate m ore between <br />linking streets and primary streets. He also expressed concern about uses on side streets. <br /> <br /> Mr. Tolbert said the requirement is the same on any street. Mr. Tolbert said this <br />was not a major issue with the Planning Commission because the zoni ng proposed is less <br />than what is there now. <br /> <br /> Mr. Caravati suggested delaying approval of the ordinance to allow the public an <br />opportunity to see it. <br /> <br /> Mr. Cox said people have been waiting to see what rules they have to follow. He <br />said he feels we are re ady to take action. He supported forming a standing committee to <br />follow the new ordinance. <br /> <br /> Mr. Lynch said he does not think we should rush to approve the ordinance as he <br />thinks there are many issues remaining.
